Since in German the syllables are Stra-wins-ky, the proper spelling is
`Strawinsky' and not `Strawinſky'.  `ſ' (usually) can't happen at the
end of a syllable.  On the other hand, you have to write `Picaſſo',
and not `Picasso'.  Cf.

No.  The shape of `ſ' doesn't change.

You either mean ISO-8859-15 or Latin-9 :-) For patgen, you need an
8-bit encoding, whatever it is.  For German, the most natural is
definitely Latin-9.  To support `ſ', we simply use an arbitrary,
unused slot for this character (for example, something in the range
0xA0-0xBF).

patterns, provided a script generates the proper entries.
