You know about the two longest *real* words in German?

The first law, from a German federal state, has been abolished in
2007, IIRC, the second one a few days ago. Your suggestion is almost
as long as this :-)
I don't mind the `.txt' in the end; you are right that Windows users
will benefit. However, looking at `lic', I wasn't able to immediately
associate this with `license'. It could also be `LaTeX Input Code',
for example.
Many strange file names have its origin in the dark past due to the
8.3 MS-DOS file name limit. `dehyph' and `dehypht' belong into this
category. Karl Berry's name scheme for fonts were quite sophisticated
and useful then, but today it is rather a historical nuisance and can
be safely ignored.
