THE STRUGGLE FOR THE CONTROL OF THE INTERNET”

The Internet as we know it is under threat. The current
„multi-stakeholder model“ of Internet governance is being undermined
from two sides: authoritarian governments and regimes want to assert
national sovereignty over cyber communication whilst large telecom and
internet companies push for new economic models that endanger net
neutrality.

At the same time a broad coalition of activists and some democratic
countries are defending a free and open global Internet, winning some
policy battles (e.g. SOPA, ACTA) along the way. Yet, the recent debate
about incendiary YouTube-videos has led to calls for the regulation of
the net even from liberal quarters.

As the new round in the struggle for the control of the Internet is
starting at the November meeting of the of Internet Governance Forum
(IGF) in Baku and the December World Conference of the International
Telecommunications Union (ITU) in Dubai the Friedrich-Ebert-Stiftung
(FES) and the Forum Medien und Entwicklung (FoME) would like to shed
light on the issues and actors involved.

After a keynote address by John Kampfner, author, broadcaster, advisor
to Google and the Global Network Initiative, London,

-       Ben Scott, former Policy Advisor for Innovation to the US-State
Department; Visiting Fellow, Stiftung Neue Verantwortung, Berlin
-       Moez Chakchouk, Director of the Tunisian Internet Agency (ATI),
Tunis
-       Jeanette Hoffman, Research Fellow at the Social Science
Research Center (WZB), Berlin

will discuss ways of defending  Internet freedom by
-       establishing  human rights as baseline for internet governance
-       limiting Western exports of filter software
-       strengthening the representation of developing countries on the
bodies of internet governance (ICANN, ITU, IGF, GNI).
