Dear Colleague, 

I am very pleased to inform you of the official launch today of the Communication for Governance and Accountability Program (CommGAP), a global program at the World Bank that supports the use of innovative communication approaches to improve governance and accountability in developing countries.

CommGAP has two main goals: 1) to promote the use of communication to help governance reform programs work under real world conditions; and 2) to promote the building of democratic public spheres characterized by plural and independent media systems, free flow of information, and free debate and discussion-the permanent institutional mechanisms for securing good governance and accountability.

The Program is working towards these goals through broad partnerships with technical experts in development organizations, academic researchers, the media, communication practitioners, civil society organizations, government policymakers and civil servants. By developing a global "community of practice" among these groups, the Program seeks to pool global knowledge and resources to influence the development policy dialogue to emphasize the centrality of communication to governance reform programs.
