Nope. Those are your patterns (which is why greping that file should
reveal the version of the german patterns being used).

They probably moved from
    texlive\2012\texmf\tex\generic\hyphen to
    texlive\2013\texmf-dist\tex\generic\hyphen
but that's all.

The reason why we never included the patterns is because they are not
really needed except for historical reasons and I'm not really eager
to keep zillions of German files all over the place.

In contents there is none. (OK, I lie a bit. The second version
includes duplicates for patterns with apostrophe. And there are two
exceptions, Norwegian [no, nb, nn] and Esperanto [eo] in case that you
are curious and want to look into it.)

The LuaTeX gurus wanted plain text files for loading the patterns,
that's more or less all. Apparently it's slightly easier to load plain
text version from LuaTeX. Since one is loading patters on the fly,
loading them through TeX's mouth/stomach might get tricky if users
define active characters.

In the beginning we actually thought of loading the patterns from
plain text files also for pdfTeX/XeTeX, but then decided against the
idea because we felt that authors of manually prepared patterns love
to leave comments in the patterns or add the personal touch in other
ways. We wanted to avoid having zillions of copies of patterns, but
ended up with three copies at the end anyway.

Now I could actually load patterns for pdfTeX from "ptex" folder and
those for XeTeX & LuaTeX from "txt" folder, so that the original "tex"
patterns could only serve as the source that's actually never used ;)
