I have same problem, for years, two such disks of 8TB each.

Ah!
Isengard:~ # smartctl -n standby /dev/sdb
smartctl 7.1 2019-12-30 r5022 [x86_64-linux-4.12.14-lp151.28.67-default] (SUSE RPM)

Your idea worked, thanks :-)
Using now:
/dev/disk/by-id/usb-WD_My_Book_25EE_32544B5354325344-0:0 -s on -d removable -d sat,12 -n standby -T permissive -a -s (S/../.././02|L/../../6/03)
/dev/disk/by-id/usb-WD_My_Book_25EE_37484B53554B424A-0:0 -d removable -d sat,16 -n standby -T permissive -T permissive -T permissive -T permissive -a -s (S/../.././02|L/../../6/03)
The "permissive" was the previous attempt to make it work. And other
changes applied.
I will now have to purge other options that are not needed and did not
work.
