[qutebrowser] Qutebrowser: frequent network access loss

One more detail: I have found that waiting long enough (e.g. 15 minutes) is
enough to restore network access.  However, if I use another browser at the
same time (e.g. firefox to stay logged into two gmail accounts at once),
network access is never lost there.
