*Deutsches Segelboot darf Rettungseinsätze nicht fortsetzen*

Seit dem 30. Juni 2026 darf das Segelboot TROTAMAR III der deutschen NGO 
CompassCollective <www.compass-collective.org> nicht in den nächsten 
Einsatz starten. Gesten wurde die Ordnungshaft in Höhe von 45 Tagen für 
die TROTAMAR III von der sizilianischen Bezirksregierung  festgelegt. 
Die Festsetzung erfolgte nach einer Rettung von 25 Menschen aus einem 
Schlauchboot innerhalb der libyschen Seenotrettungszone.

Das 13 Meter lange Segelboot TROTAMAR III segelt auf dem Mittelmeer und 
rettet mit wechselnden Crews Menschen aus Seenot. Seit dem 27. Juni war 
die aktuelle Crew mit fünf Freiwilligen und ihrem Skipper und 
Einsatzleiter Matthias Wiedenlübbert im Einsatzgebiet südöstlich von 
Lampedusa unterwegs. Am frühen Morgen des 29. Juni fand die Crew 25 
Menschen in einem undichten Schlauchboot mit streikendem Motor treibend 
auf dem Meer. Um die Menschen vor dem Ertrinken zu retten, evakuierte 
die Crew die Schiffbrüchigen an Bord. Alle Geretteten kommen aus dem 
Bürgerkriegsland Somalia, einem zerfallenen Staat, der geprägt ist von 
Terrorismus, Clan-Konflikten und politischer Instabilität. Die Rettung 
kam gerade noch rechtzeitig, denn die sogenannte libysche Küstenwache 
tauchte ein paar Minuten nach Ende der Rettungsmaßnahmen mit einem 
Schnellboot auf. Statt die Menschen aus dem Fluchtboot wie so häufig 
gegen ihren Willen nach Libyen zurückzubringen, konnte die „Küstenwache“ 
nur noch hilflos den Skipper auffordern, sofort nach Norden abzudrehen. 
Diese „Anordnung“ in internationalen Gewässern entbehrt jeder 
rechtlichen Grundlage, denn hier gilt internationales Seerecht und kein 
Staat ist weisungsbefugt.

Skipper Matthias Wiedenlübbert folgte mit der Evakuierung der 25 
Menschen dagegen dem internationalen Seerecht und informierte direkt 
nach der ersten Sichtung des Schlauchbootes die Seenotleitzentralen 
(MRCC) in Rom und auf Malta. Jetzt wird ihm vorgeworfen, die 
Rettungszentrale in Libyen nicht eingebunden zu haben. Dazu 
Wiedenlübbert: „Hier ging es um Menschenleben und die Rechte von 
Menschen auf der Flucht. Libyen tritt die Menschenrechte mit Füssen und 
kann keinen Sicheren Hafen nach internationalen Konventionen bieten. 
Eine Auslieferung nach Libyen war keine Option.“

Die Küstenwache auf Lampedusa sah das anders und verhängte nach Übergabe 
der Menschen am 30. Juni 2026 ein Auslaufverbot für die Trotamar III. Am 
8.7.2026 belegte das Zentrale Ordnungsamt in Agrigent (Präfektur) das 
Rettungsboot mit einer 45-tägigen Festsetzung und einer 
Verwaltungsstrafe von 10.000€.Dazu Katja Tempel, Sprecherin des 
CompassCollective: „Die Repression gegen zivile Rettungsorganisationen 
durch die italienische Politik führt zu steigenden Todesfällen. Deshalb 
werden wir gegen die Festsetzung der TROTAMAR III klagen, um schnell 
wieder einsatzfähig zu sein. Die nächste Crew ist schon startklar“.

Allein im Jahr 2026 wurden bereits fünf zivile Rettungsschiffe von der 
ultrarechten italienischen Regierung im Hafen festgesetzt. Die TROTAMAR 
III nun insgesamt zum dritten Mal. Klagen gegen die ersten beiden 
Festsetzungen sind noch beim Gericht in Agrigent (Sizilien) anhängig. 
Seit Jahresbeginn starben oder verschwanden 1337 Menschen auf dem 
zentralen Mittelmeer (IOM) und mindestens 6811 Menschen wurden an ihrer 
Flucht gehindert und zurück nach Libyen gezwungen (UNHCR). Damit 
verzeichnete die Region den tödlichsten Jahresbeginn, seit die IOM im 
Jahr 2014 mit der Erfassung von Todes- und Vermisstenfällen begonnen 
hat. Im November 2025 gründeten deshalb 13 Seenotrettungsorganisationen, 
darunter auch das CompassCollective, gemeinsam mit einem Netzwerk 
zivilgesellschaftlicher Organisationen das Bündnis Justice Fleet 
<https://justice-fleet.org/de>. Ziel der Allianz ist es, das 
internationale Recht zu verteidigen, indem sie gegen die rechtswidrige 
Festsetzung von Rettungsschiffen in Italien vorgeht und die Auslagerung 
von Such- und Rettungsaufgaben an illegitime und gewaltbereite Akteure 
in Libyen anprangert.

Die TROTAMAR III führt seit drei Jahren Such- und Rettungseinsätze vor 
der tunesischen und libyschen Küste durch. In 24 Einsätzen konnten durch 
Alarmierung der zuständigen Rettungsleitzentrale 2017 Menschen von der 
italienischen Küstenwache gerettet werden, nachdem sie vorher mit 
Rettungswesten und Trinkwasser über Stunden von der Besatzung des 
zivilen Segelboots unterstützt wurden. 432 Menschen wurden bisher direkt 
auf das Segelboot gerettet und nach Lampedusa in Sicherheit gebracht.

*German sailing boat forbidden from continuing rescue operations*

Since 30 June 2026, the sailing boat TROTAMAR III, owned by the German 
NGO CompassCollective, has not been allowed to set sail on its next 
deployment. Yesterday, the Sicilian regional government set the period 
of administrative detention for the TROTAMAR III at 45 days. The 
restriction was imposed following the rescue of 25 people from a rubber 
dinghy within the Libyan search and rescue zone.

The 13-metre-long sailing boat TROTAMAR III sails the Mediterranean and, 
with rotating crews, rescues people in distress at sea. Since 27 June, 
the current crew – comprising five volunteers and their skipper and 
operations manager, Matthias Wiedenlübbert – had been operating in the 
area south-east of Lampedusa. In the early hours of 29 June, the crew 
found 25 people adrift at sea in a leaky rubber dinghy with a faulty 
engine. To save them from drowning, the crew evacuated the shipwrecked 
people onto board. All those rescued are from Somalia, a country ravaged 
by civil war – a failed state characterised by terrorism, clan conflicts 
and political instability. The rescue came just in the nick of time, as 
the so-called Libyan coastguard turned up in a speedboat just a few 
minutes after the rescue operation had ended. Instead of taking the 
people from the refugee boat back to Libya against their will, as is so 
often the case, the ‘coastguard’ could only helplessly order the skipper 
to head north immediately. This ‘order’, issued in international waters, 
has no legal basis whatsoever, as international maritime law applies 
here and no state has the authority to issue such instructions.

Skipper Matthias Wiedenlübbert, however, acted in accordance with 
international maritime law by evacuating the 25 people and informed the 
maritime emergency centres (MRCC) in Rome and Malta immediately after 
first sighting the rubber dinghy. He is now being accused of failing to 
involve the rescue centre in Libya. Wiedenlübbert commented: “This was a 
matter of human lives and the rights of people fleeing their homes. 
Libya tramples on human rights and cannot offer a safe haven in 
accordance with international conventions. Extradition to Libya was not 
an option.”

The coastguard on Lampedusa took a different view and, following the 
handover of the people in the early hours of 30 June 2026, imposed a 
sailing ban on the Trotamar III. On 8th July 2026, the Central Public 
Order Office in Agrigento (Prefettura) imposed a45-day detention order 
on the rescue vessel and an administrative fine of €10,000. Katja 
Tempel, spokesperson for the CompassCollective, commented: “The 
repression of civilian rescue organisations by the Italian government is 
leading to a rising death toll. That is why we will be taking legal 
action against the detention of the TROTAMAR III so that we can be 
operational again as soon as possible. The next crew is already ready to 
go.”

In 2026 alone, five civilian rescue vessels have already been detained 
in port by the far-right Italian government. This is now the third time 
overall that the TROTAMAR III has been detained. Legal challenges 
against the first two detentions are still pending before the court in 
Agrigento (Sicily).

Since the start of the year, 1,337 people have died or gone missing in 
the Central Mediterranean (IOM), and at least 6,811 people have been 
prevented from fleeing and forced back to Libya (UNHCR). This makes it 
the deadliest start to a year in the region since the IOM began 
recording deaths and missing persons in 2014. In November 2025, 13 
maritime rescue organisations, including the CompassCollective, 
therefore founded the Justice Fleet <https://justice-fleet.org/en> 
alliance in collaboration with a network of civil society organisations. 
The alliance’s aim is to uphold international law by taking action 
against the unlawful detention of rescue vessels in Italy and by 
denouncing the outsourcing of search and rescue tasks to illegitimate 
and violent actors in Libya.

The TROTAMAR III has been carrying out search and rescue operations off 
the Tunisian and Libyan coasts for three years. In 24 operations, 2017 
people were rescued by the Italian coastguard after the crew of the 
civilian sailing boat had provided them with life jackets and drinking 
water for hours, having alerted the relevant rescue coordination centre. 
To date, 432 people have been rescued directly onto the sailing boat and 
brought to safety in Lampedusa.

Dal 30 giugno 2026, la barca a vela TROTAMAR III dell’ONG tedesca 
CompassCollective <https://compass-collective.org/en/start/> non potrà 
più partire per la prossima missione. Leri, il governo regionale 
siciliano ha fissato a 45 giorni il periodo di fermo amministrativo per 
la TROTAMAR III. Il provvedimento è stato disposto in seguito al 
salvataggio di 25 persone da un gommone all’interno della zona di 
soccorso marittimo libica.

La barca a vela TROTAMAR III, lunga 13 metri, naviga nel Mediterraneo e, 
con equipaggi a rotazione, soccorre persone in pericolo in mare. Dal 27 
giugno, l’attuale equipaggio, composto da cinque volontari e dal loro 
skipper e responsabile delle operazioni Matthias Wiedenlübbert, era in 
missione nell’area a sud-est di Lampedusa. La mattina presto del 29 
giugno, l’equipaggio ha trovato 25 persone alla deriva in mare su un 
gommone che perdeva acqua e con il motore in avaria. Per salvare le 
persone dall’annegamento, l’equipaggio ha evacuato i naufraghi a bordo. 
Tutti i soccorsi provengono dalla Somalia, un paese dilaniato dalla 
guerra civile, uno Stato in disgregazione caratterizzato da terrorismo, 
conflitti tra clan e instabilità politica. Il salvataggio è avvenuto 
proprio all’ultimo momento, poiché la cosiddetta guardia costiera libica 
è comparsa con un motoscafo pochi minuti dopo la conclusione delle 
operazioni di soccorso. Invece di riportare le persone dalla barca dei 
profughi in Libia contro la loro volontà, come spesso accade, la 
«guardia costiera» ha potuto solo esortare impotente lo skipper a virare 
immediatamente verso nord. Questo «ordine», impartito in acque 
internazionali, è privo di qualsiasi fondamento giuridico, poiché in 
queste acque vige il diritto marittimo internazionale e nessuno Stato ha 
il potere di impartire istruzioni.

Lo skipper Matthias Wiedenlübbert, invece, con l’evacuazione delle 25 
persone ha agito nel rispetto del diritto marittimo internazionale e, 
subito dopo aver avvistato per la prima volta il gommone, ha informato i 
centri di coordinamento delle emergenze marittime di Roma e Malta. Ora 
gli viene rimproverato di non aver coinvolto il centro di soccorso in 
Libia. A tal proposito, Wiedenlübbert afferma: «Qui erano in gioco vite 
umane e i diritti delle persone in fuga. La Libia calpesta i diritti 
umani e non può offrire un porto sicuro secondo le convenzioni 
internazionali. Una consegna alla Libia non era un’opzione».

La Guardia Costiera di Lampedusa la vede diversamente e, dopo la 
consegna delle persone nelle prime ore del mattino del 30 giugno 2026, 
ha imposto un divieto di uscita in mare alla Trotamar III. Il8 luglio 
2026, l’Ufficio Centrale di Ordine Pubblico di Agrigento ha comminato 
alla nave di soccorso un fermo di 45 giorni e una sanzione 
amministrativa di 10.000 €. A tal proposito, Katja Tempel, portavoce del 
CompassCollective, ha dichiarato: «La repressione nei confronti delle 
organizzazioni di soccorso civili da parte della politica italiana sta 
portando a un aumento dei decessi. Per questo motivo presenteremo 
ricorso contro il fermo della TROTAMAR III, per poter tornare 
rapidamente operativi. Il prossimo equipaggio è già ai blocchi di partenza».

Solo nel 2026, cinque navi di soccorso civili sono state bloccate nel 
porto dal governo italiano di estrema destra. Questa è ormai la terza 
volta in totale che la TROTAMAR III viene fermata. Dall’inizio 
dell’anno, 1.337 persone sono morte o sono scomparse nel Mediterraneo 
centrale (OIM) e almeno 6.811 persone sono state impedite di fuggire e 
costrette a tornare in Libia (UNHCR). La regione ha così registrato 
l’inizio d’anno più letale da quando l’OIM ha iniziato a registrare i 
casi di decessi e dispersi nel 2014. Per questo motivo, nel novembre 
2025, 13 organizzazioni di soccorso in mare, tra cui il 
CompassCollective, hanno fondato, insieme a una rete di organizzazioni 
della società civile, l’alleanzaJustice Fleet 
<https://justice-fleet.org/it>. L’obiettivo dell’alleanza è difendere il 
diritto internazionale, opponendosi al fermo illegale delle navi di 
soccorso in Italia e denunciando l’esternalizzazione delle operazioni di 
ricerca e soccorso ad attori illegittimi e violenti in Libia.

Da tre anni la TROTAMAR III svolge operazioni di ricerca e soccorso al 
largo delle coste tunisine e libiche. Nel corso di 24 interventi, grazie 
all’allerta inviata alla centrale operativa di soccorso competente, nel 
2017 la Guardia Costiera italiana ha potuto salvare 2017 persone, che in 
precedenza erano state assistite per ore dall’equipaggio della barca a 
vela civile con giubbotti di salvataggio e acqua potabile. Finora 432 
persone sono state salvate direttamente sulla barca a vela e portate in 
salvo a Lampedusa.
