TROTAMAR III: Festsetzung unrechtmässig*

Nach der Rettung von 22 Menschen in der von Libyen koordinierten 
Rettungszone wurde das deutsche Segelboot TROTAMAR III von den 
italienischen Behörden wegen Nichteinhaltung des Piantedosi-Dekrets in 
Verwaltungshaft genommen und mit einer Geldstrafe belegt. Nach dem 
dagegen eingelegten Widerspruch entschied das Gericht von Agrigento 
(Sizilien), dass die Festsetzung des Bootes sofort als unrechtmäßig 
aufgehoben werden muss.

Das Gericht erließ eine Eilentscheidung, mit der es innerhalb weniger 
Tage auf die Beschwerde reagierte.
Es begründet die Aussetzung der Verwaltungsbeschlagnahme (Festsetzung) 
(R.G. n.2064/2025): Sie sei nur dann zulässig, wenn der Skipper 
Anweisungen der italienischen SAR-Behörde missachtet hätte. Da es keine 
Anweisung gab, mit der libyschen Küstenwache zu kommunizieren, wird - 
unter Berücksichtigung "der besonderen Jahreszeit, dem Sommer, in dem 
eine Zunahme der Migrationsstöme im Mittelmeer" gegeben sei - die 
Festsetzung ausgesetzt.
Das Verfahren wird bis zu einer endgültigen Entscheidung fortgesetzt 
werden, wobei CompassCollective weiterhin die Ungerechtigkeit des 
kriminalisierenden Vorgehens der italienischen Behörden gegen zivile 
Schiffe, die Rettungsmaßnahmen auf See durchführen, darlegen, sowie auf 
die Ungeeignetheit der sogenannten Libyschen Seenotleitstelle hinweisen 
wird.

Die Anwälte vom CompassCollective, Dario Belluccio und Francesca 
Cancellaro, sind zufrieden mit der raschen Entscheidung, die die 
Aktivitäten der Organisation nicht gefährdet hat.

einmal zeigen italienische Gerichte Mut und revidieren übergriffige 
Verwaltungsakte. Natürlich werden wir auch weiterhin die sogenannte 
Libysche Küstenwache nicht in Rettungen involvieren. Das verbietet 
unsere Menschlichkeit.“

Zum Fall:
Am Morgen des 24.8.2025 entdeckte die Crew der TROTAMAR III vor der 
Küste Libyens ein Glasfaserboot in Seenot. Nach Übermittlung eines 
Notrufs an die italienischen und maltesischen Behörden, entschied 
Skipper Matthias Wiedenlübbert, die 22 Menschen direkt an Bord zu 
nehmen, um sie vor dem Ertrinken und einem drohenden illegalen Pullback 
durch die sogenannte Libysche Küstenwache nach Libyen zu schützen.
Schon am Vorabend, den 23.08.2025 um 21.15 Uhr wurde die TROTAMAR III 
massiv in ihrer Bewegungsfreiheit eingeschränkt und abgedrängt, als ein 
Patrouillenboot der sog. Lib. Küstenwache dicht an Backbord heranfuhr 
und im Funkverkehr auch mit „Fire“ (Schusswaffengebrauch) drohte. In 
diesem Fall war die Besatzung einem May Day Relay eines 
Frontex-Flugzeugs gefolgt und wurde mit Gewalt abgehalten, ihre Pflicht 
zur Seenotrettung zu erfüllen.

Die TROTAMAR III führt seit 2 Jahren Such- und Rettungseinsätze vor der 
tunesischen und libyschen Küste durch. In 18 Einsätzen konnten durch 
Alarmierung der zuständigen Rettungsleitzentralen 2345 Menschen von der 
italienischen Küstenwache gerettet werden, nachdem sie vorher mit 
Rettungswesten und Trinkwasser über Stunden von der Besatzung des 
zivilen Segelboots unterstützt wurden. 417 Menschen wurden bisher direkt 
auf das Segelboot gerettet und nach Lampedusa gebracht. Die 
verantwortlichen Skipper:innen informieren dabei zeitnah und regelmäßig 
die Seenotzentralen in Rom und Malta, verweigern aber die Weitergabe von 
Position und Information über die Schiffbrüchigen an Behörden in 
Tripolis oder Tunis.

Das CompassCollective mit dem Segelboot TROTAMAR III stammt aus dem 
Wendland, der Region in Niedersachsen, die 40 Jahre lang von der 
Auseinandersetzung um die Atomenergie geprägt wurde. 
Zivilgesellschaftlicher Protest konnte am Ende ein Atommüll-Endlager in 
Gorleben verhindern und bringt jetzt den Rückenwind, um solidarisch 
gegen Abschottung und das Sterben auf dem Mittelmeer anzusegeln.

TROTAMAR III: Detention unlawful*

After the rescue of 22 people in the rescue zone coordinated by LibyaThe 
German sailing boat TROTAMAR III was taken into administrative detention 
and fined by the Italian authorities for non-compliance with the 
Piantedosi Decree.
After the objection lodged against the Court of Agrigento (Sicily) ruled 
that the detention of the boat must be immediately annulled as unlawful.

The court issued an urgent decision in which it responded to the 
complaint within a few days.
It justifies the suspension of the administrative seizure (detention)(RG 
n.2064/2025): It would only be permissible if the skipper had 
disregarded instructions from the Italian SAR authority. Since there was 
no instruction to communicate with the Libyan coast guard, taking into 
account "the special season, the summer, in which there is an increase 
in migratory flows in the Mediterranean," the detention was suspended.
The procedure continues until a final decision is reached, with 
CompassCollective continuing to demonstrate the injustice of the 
criminalising actions of the Italian authorities against civilian 
vessels carrying out rescue operations at sea,and will point out the 
inadequacy of the so-called Libyan Maritime Rescue Coordination Centre.

The lawyers of CompassCollective, Dario Belluccio and Francesca 
Cancellaro, are satisfied with the swift decision, which did not 
jeopardize the organization's activities.

again, Italian courts show courage and revise overreaching 
administrative acts. Of course, we will continue not to involve the 
so-called Libyan Coast Guard in rescues. Our humanity forbids that."

About the case:
On the morning of August 24, 2025, the crew of the TROTAMAR III 
discovered a fiberglass boat in distress off the coast of Libya. After 
transmitting a distress call to the Italian and Maltese authorities, 
skipper Matthias Wiedenluebbert decided to take the 22 people directly 
on board to protect them from drowning and the threat of an illegal 
pullback to Libya by the so-called Libyan Coast Guard.
The previous evening, on August 23, 2025, at 9:15 p.m., the TROTAMAR 
III's freedom of movement was severely restricted and forced off course 
when a patrol boat of the so-called Lib. Coast Guard approached close to 
the port side and threatened to fire (firearms) over the radio. In this 
case, the crew was following a May Day relay from a Frontex aircraft and 
was forcibly prevented from fulfilling their duty to rescue at sea.

The TROTAMAR III has been conducting search and rescue operations off 
the Tunisian and Libyan coasts for two years. In 18 operations, the 
Italian Coast Guard rescued 2,345 people by alerting the responsible 
rescue coordination centers. They were assisted for hours by the crew of 
the civilian sailboat, providing them with life jackets and drinking 
water. To date, 417 people have been rescued directly onto the sailboat 
and brought to Lampedusa. The responsible skippers promptly and 
regularly inform the Maritime Rescue Centers in Rome and Malta, but 
refuse to share their positions and information about the shipwrecked 
people with authorities in Tripoli or Tunis.

The Compass Collective, with their sailboat TROTAMAR III, hails from 
Wendland, a region in Lower Saxony that has been dominated by the 
nuclear energy debate for 40 years. Civil society protest ultimately 
prevented a nuclear waste repository in Gorleben and is now providing 
the momentum to sail in solidarity against isolation and the deaths in 
the Mediterranean.

TROTAMAR III: Fermo illegittimo*

In seguito al salvataggio di 22 persone nella zona di soccorso 
coordinata dalla Libia la barca a vela tedesca TROTAMAR III è stata 
sottoposta a fermo amministrativo e al pagamento di una sanzione 
pecuniaria dalle autorità italiane per non avere rispettato il cd. 
Decreto Piantedosi.
A seguito di nostro ricorso, il Tribunale di Agrigento (Sicilia) ha però 
stabilito che il fermo deve essere sospeso immediatamente in quanto 
illegittimo.

Il tribunale ha emesso una decisione d'urgenza rispondendo in pochissimi 
giorni al nostro ricorso.
Il processo dovrà proseguire per arrivare alla sentenza definitiva, dove 
CompassCollective continuerà a sostenere le proprie ragioni e la 
ingiustizia delle attività criminalizzanti delle autorità italiane nei 
confronti delle navi della flotta civile che effettuano operazioni di 
salvataggio in mare e l'inadeguatezza del cosiddetto Centro di 
coordinamento del soccorso marittimo libico.

Cancellaro, sono soddisfatti della decisione arrivata in tempi davvero 
rapidi, così da non pregiudicare le attività dell'organizzazione.

volta, i tribunali italiani stanno dimostrando coraggio e ribaltando 
atti amministrativi eccessivi. Naturalmente, continueremo a non 
coinvolgere la cosiddetta Guardia Costiera libica nei salvataggi. La 
nostra umanità ce lo impedisce".

Informazioni sul caso:
La mattina del 24 agosto 2025, l'equipaggio della TROTAMAR III ha 
scoperto un'imbarcazione in vetroresina in difficoltà al largo delle 
coste libiche. Dopo aver trasmesso una richiesta di soccorso alle 
autorità italiane e maltesi, lo skipper Matthias Wiedenlübbert ha deciso 
di prendere direttamente a bordo le 22 persone per proteggerle 
dall'annegamento e dal rischio di un respingimento illegale in Libia da 
parte della cosiddetta Guardia Costiera libica.
La sera precedente, il 23 agosto 2025, alle 21:15, la libertà di 
movimento della TROTAMAR III è stata gravemente limitata e costretta a 
deviare dalla rotta quando una motovedetta della cosiddetta Guardia 
Costiera libica si è avvicinata al lato sinistro e ha minacciato di 
sparare (con armi da fuoco) via radio. In questo caso, l'equipaggio 
stava seguendo un Mayday Relay da un aereo Frontex ed è stato 
forzatamente impedito di svolgere il proprio dovere di soccorso in mare.

La TROTAMAR III conduce operazioni di ricerca e soccorso al largo delle 
coste tunisine e libiche da due anni. In 18 operazioni, la Guardia 
Costiera italiana ha soccorso 2.345 persone dopo che i centri di 
coordinamento del soccorso marittimo competenti erano stati allertati 
dall'equipaggio della TROTAMAR III. Sono state assistite per ore 
dall'equipaggio della barca a vela civile, che ha fornito loro giubbotti 
di salvataggio e acqua potabile. Ad oggi, 417 persone sono state tratte 
in salvo direttamente a bordo della barca a vela e condotte a Lampedusa. 
I comandanti responsabili informano tempestivamente e regolarmente i 
centri di soccorso marittimo di Roma e Malta, ma si rifiutano di 
condividere le loro posizioni e informazioni sui naufraghi con le 
autorità di Tripoli o Tunisi.

Il Compass Collective, con la sua barca a vela TROTAMAR III, proviene

dibattito sull'energia nucleare da 40 anni. Le proteste della società 
civile hanno impedito la costruzione di un deposito di scorie nucleari a
