How Social Media Taxes Can Burden News Outlets:
The Case of Uganda





Almost a year ago, Uganda implemented the first-of-its-kind social media tax on individual users. To access social media and services, citizens are now required to pay a 200 Ugandan shillings (approximately 5 US cents) daily tax. Critics charge that rather than raising revenue, the ultimate goal of this policy is to stifle freedom of expression online. They point to how the tax has caused an immediate drop in internet use, stifled economic growth, and yet failed to generate meaningful income. As audiences worldwide report accessing news via social media, how has this new tax impacted how Ugandans are getting news and information?

In CIMA's latest digital report, "How Social Media Taxes Can Burden News Outlets: The Case of Uganda," Juliet Nanfuka examines the impact of the social media tax on news circulation and reporting. She finds that the negative effects are less direct and arguably more pernicious than might be expected. While many new websites have not seen a noticeable dip in readership yet, journalists have reported a marked drop in engagement online. Ultimately, Nanfuka argues that the tax is a step in the wrong direction. Given that other countries in the region are contemplating similar measures, the possible implications reach far beyond Uganda.
