The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH invites tenders in the framework of its German Biosecurity Programme for the following consultancy:

Development of a national strategy in risk and crisis communication in Tunisia and support of the implementation of the strategy in Tunisia and Morocco

Highly infectious diseases can endanger both the health and the security of entire states and societies. They can spread as a result of naturally occurring outbreaks, accidents in laboratories or misuse of biological pathogens. To counteract such biological risks, in 2013 the German Federal Foreign Office (AA) established the "German Partnership Programme for Excellence in Biological and Health Security". GIZ is one of the main implementing partners.

Risk and crisis communication
Risk and crisis communication defines risks, identifies hazards, assesses vulnerabilities and promotes community resilience to protect populations against biological threats. A crucial part is the early dissemination of sound information to the public about health risks and events. Key audiences are the authorities, the administration, the media and the general public as well as the expert communities. Authorities need to have a sound strategy for national risk and crisis communication, identify clear and functional communication structures and mechanisms and define roles and responsibilities of all involved actors.

GIZ supports Tunisian and Moroccan health authorities to strengthen their capacities in the field of risk and crisis communication. In Tunisia it is aimed to enable the program partners to develop the national risk and crisis communication strategy and to advice how the strategy can be implemented. In Morocco, where the strategy has already been finished, it is aimed to provide advisory services for the implementation of the strategy.
