Transformation of Media in Developing Countries

The study “In the Service of the Public” analyses the transformation
process of state broadcasters towards Public Service Media (PSM). The aim
is to find out whether former government mouthpieces can actually be
turned into media that operate on behalf of the people in their country.
The analysis reveals that positive developments are possible – in a small
number of cases successful transformations have been achieved.
On top of this alternatives to PSM are taken into consideration: private
and community media that operate in the service of the public. Overall
case studies from twelve developing countries and emerging economies are
presented: Afghanistan, Kyrgyzstan, Namibia, Mongolia, Moldova, Myanmar,
Serbia, Nigeria, Nepal, Bolivia, Colombia and Ecuador. The study assesses
the role media development actors play in this field and gives an overview
of the achievements of the practical work conducted by DW Akademie and
other organizations. It turns out that some of the challenges of
transformation processes in the past have been related to media
development actors and their donors themselves. Only in few cases they
have engaged in serious organizational development, and more efforts need
to be directed towards the improvement of legal frameworks for the media
in general and PSM in particular.
