For a Mid Term Review of the Latin American Communication Program Ritmo
Sur we are looking for two evaluators.

PSO, Free Voice and CMC (Dutch co-financing agencies) are developing,
together with the two main Latin American networks for community radio
(AMARC - Asociación Mundial de Radios Comunitarias and ALER - Asociación
Latinoamericana de Educación Radiofónica) the Program Ritmo Sur. 

Ritmo Sur aims to strengthen the community radio networks in 12
countries in Latin America by capacity building in order to improve
their incidence and sustainability. 

The capacity building focuses on nationally specific themes. Amongst
those themes almost always figure strategic mission management,
planning-monitoring-evaluation, network building, economical
sustainability, radio-programming and strategic alliances. 

Ritmo Sur started in September 2005 and runs to final 2009. The program
is being coordinated by a small team of professionals in Lima.

A Mid Term Review will take place in September - October 2008.
Methodology will include document study and field-research in 5-6
countries. 

CMC and Free Voice are looking for 2 evaluators who will together form
the evaluation team and meet following characteristics: 

1. Specialist in Communication
- Demonstrable experience in external evaluations
- Good knowledge of Latin American reality (social, economical and
cultural dimensions) 
- Demonstrable experience, knowledge and vision in the field of
Communication and it's function in society
- Demonstrable experience, knowledge and vision in the field of the
role and functions of Community Radio, especially in Latin America
- Fluent in Spanish (speaking and writing) 
- Team player

2. Specialist in Organizational Development and/or capacity building
- Demonstrable experience in external evaluations
- Good knowledge of Latin American reality (social, economical and
cultural dimensions) 
- Demonstrable experience, knowledge and vision in the field of
capacity building in relation to organizational development
- Demonstrable experience in working with national and international
networks
- Fluent in Spanish (speaking and writing)
- Team player
