In principle LuaTeX could (but doesn't really) use them for setting
lccodes. And they could be used as source for creating patterns for
other programs which need to know the set of characters being used. I
find it useful to look into that file from time to time. Sometimes to
see whether a particular font encoding is suitable for that language,
etc.

ConTeXt has the information from all four files in a lua table in a single file.

Thank you. I would use
    grep dehyph `kpsewhich hyph-de-1901.tex`
instead, but it's ok the way it is now.

PS: So much about the hypotetic question "Is there any other purpose
of hyph-de-1901.lic.txt other than documentation?" ;)
As soon as I would change the name of that file (or maybe even remove
it), users of dehyph-exptl would start complaining that the recipes
from their documentation don't work any more ;)
