Here, I don't have a problem with the current data.  The `-tion'
ending is different, however, since

hides the changed pronounciation of the `t'.

Before diving into the format details of word lists, we should
probably start to collect the various semantics of hyphenation points.
I agree with Stephan that this should be discussed on tex-hyphen since
it is not restricted to German.
