[Tiptoi] Make TipToi working on FRENCH PEN

An experimentation has shown that my French relocalized pen works with French .gme files even without a symbol before "FRENCH" string. And it works with zeroes from 0x0020 till 0x0058 too.
Shift of "FRENCH" string in one direction or another even at one position makes the file not working of course. ;)
