ATA pass-through layers of windows drivers may be buggy, which was 
occasionally observed with AMD SATA/RAID drivers. Is the SATA driver 
from Microsoft (storahci.sys) or AMD?

If possible, boot your favorite Linux(-Live) system which provides 
smartctl and retry. I often use Grml (https://grml.org/) for such 
purposes. If the problem does not longer occur, its likely a windows 
driver bug.
