This API is already used by the Windows version of smartmontools, see
https://www.smartmontools.org/wiki/NVMe_Support
It provides only limited pass-through NVMe functionality. It does not 
support RAID.

Note that RAID controller support of smartmontools is usually platform 
specific. Adding support for the Windows VROC driver to smartmontools 
would require documentation or sample source code from Intel.
