[Smartmontools-database] Seagate ST4000VN008-2DR166 Format for the 188 Command_Timeout value

I just posted a question to Superuser

I was trying to better understand the output of smartclt, for a Seagate
ST4000VN008-2DR166 and in particular the 188 Command_Timeout value. A
reponse on that formum included a link to a Seagate Document (that you
likely already have!)
TRAC Ticket 551 <https://www.smartmontools.org/ticket/551> notes that for
(some) Seagate Drives, this value is in format "-v 188,raw16" and that
ticket updated the reported drives in drivedb.h. The drive that I was
testing appears also to report data in the packed 3x 2byte format, but
drivedb.h does not include the raw16 formatting for this drive and the
purpose for this message is to suggest that it be added.
