Right, there is no updater. The reason is that doing this kind of thing right
is really difficult, both from a security perspective (see e.g. 1.5.2 at
https://github.com/theupdateframework/tuf/blob/develop/docs/tuf-spec.md ) and
from a functionality perspective (with all the different OS' and ways of
installing qutebrowser supports).
I might take a look at it some day, but it's probably quite some effort
benefiting a fraction of the userbase (most people are on Linux with a package
manager), so it's really not a priority.
You don't need to uninstall the old version, the installer should take care of
it automatically.

You might want to try Chocolatey: https://chocolatey.org/packages/qutebrowser
You'll still need to tell Chocolatey to update packages manually I think, but
it'll take care of upgrading everything you manage with it.
I don't have any personal experience with the qutebrowser package though, and
it's been some years since I last used Chocolatey (I'm not using Windows
regularily anymore). However, the maintainer seems to take great care of the
package and updates so far.

They should be, yes. However, v1.0.0 will come out soon-ish which has a
completely new config system, so you'll need to reconfigure things once
upgrading to that. This is a one-time thing though.
