*Einladung zur gemeinsamen Pressekonferenz von 11 
Seenotrettungsorganisationen, dem European Center for Constitutional and 
Human Rights (ECCHR) und Refugees in Libya am 5. November um 10:00 Uhr 
in Brüssel und per Livestream. *

Zehn Jahre nach dem /Sommer der Migration /geht eine Initiative von 
Seenotrettungsorganisationen einen historischen Schritt: Sie beendet 
ihre operative Kommunikation mit der sogenannten libyschen 
Rettungsleitstelle (JRCC). Diese Stelle koordiniert die brutalen 
Gewalttaten der sogenannten libyschen Küstenwache – einem Netzwerk 
überwiegend bewaffneter Milizen, das von der Europäischen Union 
finanziert wird.

Die Beendigung der operativen Kommunikation mit dem JRCC könnte dazu 
führen, dass die verbündeten Organisationen in Italien zu Unrecht mit 
Geldstrafen, Festsetzungen oder sogar der Beschlagnahmung ihrer 
Rettungsschiffe und -flugzeuge belegt werden – im Widerspruch zum 
internationalen Völkerrecht. Seit 2023 setzt die ultra-rechte 
italienische Regierung zivile Rettungsschiffe auf Grundlage des 
sogenannten Piantedosi-Dekrets unrechtmäßig fest.

Allein in den vergangenen zwei Monaten haben 
Seenotrettungsorganisationen mehrere gewaltsame Zwischenfälle durch 
libysche Milizen gegen Schutzsuchende und Rettungsteams dokumentiert. 
Darunter war ein Angriff auf das Rettungsschiff /Ocean Viking/, welches 
20 Minuten von der sogenannten libyschen Küstenwache beschossen wurde. 
Kürzlich eröffnete eine libysche Miliz das Feuer auf Menschen in Seenot 
und schoss dabei einer Person in den Kopf.

In einem offenen Brief

äußerten europäische Politiker*innen kürzlich ihre wachsenden Bedenken 
über die Rolle der EU-finanzierten libyschen Akteure bei Menschenhandel 
und extremer Gewalt gegen Flüchtende und Rettungsteams. Erst vor zwei 
Wochen empfing die Europäische Kommission Vertreter der Regierung in 
Tripolis sowie der nicht anerkannten, von Russland unterstützten 
ost-libyschen Regierung – sowohl in der Frontex-Zentrale in Warschau als 
auch in Brüssel zu Gesprächen mit Migrationsbeauftragten.

Die Initiative zur Aussetzung der operativen Kommunikation mit Libyen 
geht aus einer neuen Allianz von Seenotrettungsorganisationen hervor: 
der *Justice Fleet *– einer europäischen Koalition von 11 
Organisationen, die sich der konsequenten Verteidigung des 
internationalen Seerechts und der Menschenrechte auf See verpflichtet 
und von weiteren zivilgesellschaftlichen Akteuren unterstützt wird. Der 
Zusammenschluss besteht aus den

*Press Conference: EU funds surge in violence at sea - Rescue 
organizations draw consequences *

*Invitation to joint press conference by 11 search and rescue 
organizations, the European Center for Constitutional and Human Rights 
(ECCHR) and Refugees in Libya on November 5, 10am in Brussels and via 
Livestream. *

Ten years after the /Summer of Migration/, an initiative of search and 
rescue organisations is taking a historic step: They are terminating 
their operational communication with the so-called Libyan Joint Rescue 
Coordination Centre (JRCC). This entity coordinates the brutal acts of 
violence committed by the so-called Libyan Coast Guard - a network of 
mainly armed militias financed by the European Union.

Terminating their operational communication with the JRCC could result 
in fines, detentions, or even the confiscation of the allied NGOs’ 
rescue ships and aircraft by the Italian government - in violation of 
international law. Since 2023, the far-right-wing Italian government has 
unlawfully detained rescue assets under the so-called Piantedosi Decree

In the last two months alone, search and rescue NGOs documented several 
violent incidents by the Libyan militias against people on the move and 
rescue crews. Among these, an attack on the rescue ship Ocean Viking 
with 20 minutes of heavy fire by the so-called Libyan Coast Guard. Even 
more recently, a Libyan militia opened fire on people in distress at sea 
shooting one person in the head.

As a consequence, growing concerns by European politicians about the 
role of EU-funded Libyan forces in human trafficking and extreme 
violence against refugees and rescue crews were raised in an open letter

Just two weeks ago, the European Commission hosted representatives of 
the Tripoli government alongside the unrecognised, Russia-backed Eastern 
government at EU border agency Frontex’s headquarters in Warsaw, and in 
Brussels for meetings with migration officials.

The initiative to suspend operational communication with Libya comes out 
of a new alliance of search and rescue organizations: *the Justice Fleet 
*— a European coalition of 11 search and rescue organisations committed 
to the consistent defence of international maritime law and human rights 
at sea and supported by civil society actors. *The alliance consists of 
the search and rescue organizations COMPASSCOLLECTIVE 
<www.compass-collective.org>, LOUISE MICHEL, MEDITERRANEA, Pilotes 
Volontaires, RESQSHIP, r42 - sail and rescue, SEA-EYE, SEA PUNKS, 
SEA-WATCH, SMH and SOS-HUMANITY. *

During the press conference, the organisations and their supporters will 
announce the new Alliance Justice Fleet, the initiative's decision to 
suspend their operational communication

with the JRCC Libya, the legal foundation, and their demands towards 
European policy makers.
