<div>The EL statutes allows the associations and parties of the European countries two options to participate within the EL. </div>

<div>A. Full membership - the delegates of member parties have full rights</div>
<div>B. Observer status - the delegates have full rights except for the elections and taking part in boards.</div>

<div>Before you do so, consult your membership with the official members of the Executive Board of with some of the vice-chairmans (e.g.Grigirij Petrenko - Moldovia I would recommend).</div>
