Summer University of the Party of the European Left 2008

In co-operation with Transform! Europe

 

Paris, from Thursday July 10 noon to Monday July 14.

 

 

Objectives: To deepen axis 1 of the Prague Appeal of the 2nd congress of the EL:

“Together, we will put into failure the attempt to generalize precarisation of work and flexicurity. In the name of a Europe which does not give up the social rights. For the right of all to plan their lives securely. ”

 

To help forge a community of interests and aspirations among workers living in Europe, to develop a class consciousness on the European level which transcends differences in age, sex, or skill, differences between Eastern and Western Europe, and between migrants from within the EU or beyond it.

 

To publicise our proposals and to take part in developing a common platform on social policy for the European elections.

 

The Summer University is a part of the EL campaign against precariousness which includes initiatives in the other European countries in October 2008 and the participation at the European Social Forum, Malmö, in September 2008.

 

Dates 

The summer university will take place from Thursday 10 July to Monday July 14, starting and finishing at midday. 

The program takes account of the fact that some participants may have to leave on Sunday at midday.

 

Place:

The activities will be held at the “Espace Niemeyer”, 2 Place du Colonel Fabien, 75019 Paris. France

Accommodation is at a nearby hotel: Etap Hotel La Villette: 57 avenue Jean Jaurès, 75019 Paris.

Cost per participant: €150, excluding travel expenses. The price is for participants sharing a double room; single rooms are available for a supplementary fee. If a participant cannot afford the full fee and is not subsidised by his or her organisation, for example an activist from Eastern Europe, he/she can contact:

Program:

The working languages of the summer university are English and French. Each day there will be a plenary with two or three speakers, then several workshops to choose from. The sessions have been organised by the ELP and Transform! Europe.

 

Thursday 10 July - Theme of the day: The transformation of the job market, the loss of job security, social consequences and policies

 

Reception: 13:30 -14:00: 

•          Short presentation on the summer university

•          Intervention: Our view of what is at stake during the French presidency of the EU.

 

Plenary 14:00 -16:00 - Interventions on:

1.         The de-localisation of work throughout the world; its consequences for employees, work, and companies.

2.         The loss of job security, the break-up of communities; what is at stake socially, ideologically and politically for the left.

 

Workshops: 16:30 -18:30

1.         What strategies are needed to rebuild class consciousness for today, the need for a cohesive society, a common will for change?

2.         The neoliberal transformation of the school and the university systems, what does it mean and how do we resist?

3.         How should we regard May 1968, forty years on? What lessons does it hold for political debate today? 

 

Evening

Visit to the Oscar Niemeyer building, meal and evening show.

 

Friday 11 July - Theme of the day: European neoliberal policy and the resistance

 

Plenary 10:00 – 12:00 - Interventions on European policies to foster competition in the job market and social dismantling

1. The shift in the balance of wealth from labour towards capital on a European scale; European policies which favour of this logic; the role of the ECB.

2.         Assessment of the impact of the Lisbon Agenda (2000 - 2010) on the job market, social security and the public sector. The support of the European Court of Justice for current EU policy towards workers’ struggles.

3.         Political alliances against inequality, for social justice and economic democracy.

 

Workshops: 14:00 – 16:00

 

1.         Women as the mainstays and victims of flexibility. 

2.         Young people and impact of flexibility on other aspects of life.

3.         How to resist workers from the East and the West being made to compete with one another.

4.         Migrants: the delocalisation of workers for non-delocalisable jobs.

5.         The health consequences of a lack of job security.

 

Evening:

Visit to Paris or the Museum of Contemporary Art, and a meal downtown.

 

Saturday 12 July - Theme of the day: Our proposals for a social and democratic Europe. 

 

Plenary 10:00 – 12:00 - interventions on the proposals of the ELP, and the result of a European comparative study.

 

1.         Differences and common points of the alternative proposals of the member parties of the EL.

2.         Presentation of the EL proposals.

 

Workshops: 14:00 – 16:00

1.         The state of the debate on a Europe-wide minimum wage; the motion of Die Linke to the 2nd congress, the document of the EL network of trade unionists.

2.         Working time: the current debate in the European Parliament 

3.         Critical analysis of the Scandinavian social model, and of its use in the ideological and policy debate in Europe

4.         New social realities and the battle for political hegemony: the right-wing strategies of Sarkozy, Berlusconi….; European crisis of social democracy, potential for a left of the social transformation.

 

End-of-day: 

Boat trip on the Seine and meal. (to be confirmed).

 

Sunday 13 July: Day of the European Summit on the Union for the Mediterranean, in Paris.

 

Plenary 10:00 - 12:00: Europe and other areas of the world.

Afternoon: Programme to be decided in the light of initiatives envisaged in the framework of the European Summit.

Proposal: Public debate with several senior figures in our parties: “How to develop a left-wing impetus for social transformation in Europe.”

In the evening, we will go to a communist-run municipality for a meal, fireworks and a 14 July ball (national day).

 

Monday 14 July: The common EL campaign against job insecurity in Europe.

 

Work meeting 10:00 - 12:00: Action to be taken following this summer university; proposals by the EL office on the general material to be published, based on our collective work at the summer university.
