[Individual-members-EL] proposals statute

Hi All, 

since there has been an enquiry (by Jose) about previous proposals for a change of the EL-statute,
which I referred to in this week's mail, I enclose the schedule again for those who have just 
joined our circular e-mails. 

I think point 2. and 4. in the right column are relevant here. We'll have to specify it with actual new lines of
statute-text. 

So again, everyone is free to come up with suggestions for those changes.
