Architektur
der Welt ändert sich dramatisch, das muss sich auch in der
Arbeit
der Vereinten Nationen widerspiegeln.“[1] Diese Worte ließ
Außenminister Guido
Westerwelle verlauten, kurz bevor Deutschland am 1. Juli 2011
zum ersten Mal
den Vorsitz im UN-Sicherheitsrat übernahm. Dessen Reform ist in
der Debatte um
die UN gegenwärtig eines von zwei bestimmenden Themen. Das
zweite Thema ist die
so genannte Schutzverantwortung (Responsibility to Protect,
R2P). Tatsächlich
haben sich die UN bereits auf dramatische Weise verändert: Die
Welt ist von
einem neuen Militarismus ergriffen und so auch die UN.
Schlagzeilen machten
dabei vor allem der Krieg in Libyen, die Abspaltung des Südsudan
und der
Machtkampf in der Côte d'Ivoire, in denen die UN
Legitimationsgrundlage für
Herrschaft und Gewalt waren.<o:p></o:p></span></p>
<p class="MsoNormal"><span

<p class="MsoNormal"><span

UN
treten nicht selten als blaubehelmte Friedenstaube auf, einer
vom Auswärtigen
Amt genutzten Stilisierung, um schon Kindern die Friedens-Kriege
im Namen der
UN näher zu bringen. Sie erscheinen dabei als legitime Anwältin
der Gewalt und
in der Rede um die Schutzverantwortung wird Gewalt nicht nur als
legitim
erachtet, sondern sogar als verantwortungsvolles Handeln
moralisch aufgewertet.
Auch Kriegsgegner_innen in Teilen der Friedensbewegung,[2] der
Linken[3] oder
den Kirchen[4] haben ein gespaltenes Verhältnis zu den
bewaffneten
Blauhelmeinsätzen. Daraus spricht nicht selten der Mangel an
umfassenden
zivilen Alternativen[5] der Konfliktbearbeitung.<o:p></o:p></span></p>

Fragestellung
der von mir verfassten Studie ist, ob dieses Bild der legitimen
Akteurin der Gewalt, sei es aus menschenrechtlicher
Verantwortung,
Alternativlosigkeit oder anderen Gründen, noch eine
friedenspolitische Position
ist, die in begrenztem Umfang mehr Gutes als Schlechtes
befördert. Der Fokus
liegt dabei nicht auf den einschlägigen Debatten um die
Berechtigung und Folgen
von „humanitären“ Interventionen bzw. der Schutzverantwortung,
sondern auf den
hierfür zu schaffenden und geschaffenen Bedingungen und
Notwendigkeiten. Was
bedeutet es, Blauhelmmissionen zu fordern und zu fördern und
welche Dynamiken
ergeben sich aus dem System Peacekeeping?<o:p></o:p></span></p>

gliedert sich hierzu in fünf Teile:<o:p></o:p></span></p>

ersten
Teil werden zentrale Konzepte der UN im Umgang mit dem Frieden
untersucht. Dies beginnt mit der Betrachtung des
Charakterwandels der Einsätze,
sowie einer begrifflichen Bestimmung relevanter
Peacekeeping-Formen und damit
verbundener UN-Konzepte. Dabei wird neben Peacebuilding auch der
‚Schutz der
Zivilbevölkerung‘ sowie die ‚Schutzverantwortung‘ mit einigen
ihrer
weitreichenden Implikationen, etwa für das Souveränitätsprinzip
im Völkerrecht,
betrachtet. Gesonderte Aufmerksamkeit ist im ersten Teil jedoch
dem
Treuhandsystem, den Sicherheitssektorreform(en) und den
Zivil-Militärischen
Beziehungen gewidmet.<o:p></o:p></span></p>

Field Support
(DFS) und die United Nations Procurement Division (UN-PD).<o:p></o:p></span></p>

Teil steht die Frage der Truppengenerierung für die Einsätze im
Vordergrund:
angefangen bei dem United Nations Standby Arrangements System
(UNSAS), über die
gescheiterte Militärinitiative SHIRBRIG bis hin zur Auslagerung
an
Regionalorganisationen, allen voran an NATO und Europäischen
Union (EU) sowie
die Afrikanischen Union (AU), deren Sonderrolle hierbei
untersucht wird.<o:p></o:p></span></p>

Mittelpunkt stehen dabei wiederum die AU und die Frage von

Rüstungsindustrie im
Peacekeeping und die sich neu erschließenden Märkte. Dabei
werden sowohl die
Dynamiken aus den direkten Gewinnen des Trainings als auch
indirekte, durch
Kunden-Akquise und Bluewashing gemachte Gewinne untersucht.<o:p></o:p></span></p>

kann
gezeigt werden, welchen Charakterwandel durch die Etablierung
neuer Konzepte
und Strukturen die UN-Friedensbemühungen vollzogen haben. Dieser
Wandel ist
dabei sehr umfassend und beginnt bei der Legitimation der
Einsätze mit Hilfe
der Schutzverantwortung und endet bei der kompletten Übernahme
ganzer
staatlicher Strukturen durch eine Treuhandschaft. Peacekeeping
wird zum
Standardinstrument der Herrschaft durch militärische Stärke.
Dies geht einher
mit einer Institutionalisierung und Aufwertung des Militärischen
sowohl durch
die Zivil-Militärische Zusammenarbeit als auch insbesondere
durch die
Sicherheitssektorreformen, die eine besondere Gefahr für den
zukünftigen
Frieden darstellen und deren Folgen unabsehbar sind.<o:p></o:p></span></p>

umfassende
Neustrukturierung das DPKO und das DFS stützen diese Entwicklung
weiter.
Neben Strukturen zur Umsetzung der genannten Konzepte der
Machtprojektion,
wurde der militärische Schwerpunkt der Konfliktbearbeitung in
den UN
überproportional stark im Vergleich zum Zivilen ausgebaut. Die
Untersuchungen
zum UN-PD zeigen, welche wirtschaftlichen Interessen hinter den
Friedensbemühungen auch stehen. In allen drei Sekretariaten sind
die enge
Verknüpfung untereinander sowie ihre personelle Besetzung
auffallend. Dabei ist
nicht nur die Überrepräsentanz von Vertretern des Globalen
Nordens bedeutend,
sondern insbesondere die Überbesetzung durch NATO-Personal und
Militärs.<o:p></o:p></span></p>

<p class="MsoNormal"><span

Blauhelme
gefordert werden, wird dies zumeist an Bedingungen für die
Entsendestaaten geknüpft. Insbesondere so genannte
Regionalorganisationen
rücken dafür immer mehr in den Mittelpunkt. Alternative
militärische Modelle
zur Truppengenerierung für die UN wie das
Bereitstellungsarrangement UNSAS sind
fast bedeutungslos oder wie SHIRBRIG sogar gescheitert. Die
Verlagerung auf
Regionalorganisationen ist dabei auch immer die Frage nach den
Fähigkeiten für
die Übernahme der logistisch, technisch und finanziell
anspruchsvollen Aufgabe
Peacekeeping. Gerade die NATO und die EU stehen dabei in der
Kritik, obwohl sie
durch jeweilige Vereinbarungen mit der UN großen
Bedeutungszuwachs, vor allem
für ihre Legitimität, erfahren haben. Die UN begeben sich durch
die Auslagerung
in Abhängigkeitsverhältnisse und verlieren trotz Legitimierung
der Einsätze
jegliche Kontrolle darüber.<o:p></o:p></span></p>
<p class="MsoNormal"><span
style="font-size:11.0pt;font-family:"Calibri","sans-serif";mso-fareast-font-family:Calibri;color:black;mso-fareast-language:AR-SA"><o:p> </o:p></span></p>
<p class="MsoNormal"><span
style="font-size:11.0pt;font-family:"Calibri","sans-serif";mso-fareast-font-family:Calibri;color:black;mso-fareast-language:AR-SA">Auch
die
Auslagerung an die Afrikanische Union ist eine der denkbar
schlechtesten
Alternativen. Die hier „entdeckten“ Fähigkeitslücken forcieren
eine starke
Ausbildungs- und Aufrüstungsdynamik, die auch von den UN
getragen und gefördert
wird. In zahlreichen Programmen und Schulungszentren werden
dabei unter den
Vorzeichen von Interoperabilität und einer vermeintlichen
Ownership die
Soldat_innen von morgen trainiert. Die Konzentration auf das
Militärische
verdrängt dabei nicht nur in der AU die Notwendigkeit,
grundlegende zivile
Strukturen des Zusammenlebens zu fördern.<o:p></o:p></span></p>

die
Rolle der Rüstungsindustrie ist alarmierend. Diese profitiert
von den neuen
Absatzmärkten durch die Ausbildung und Aufrüstung von
Peacekeepern und öffnet
sich gleichzeitig über die gewonnenen Kontakte den Zugang zu
weiteren „robusten“
Rüstungsgeschäften. „Peacekeeping“ ist dabei neben Verteidigung
und Sicherheit
ein neues Marktsegment geworden. Die neuen Produkte wertet man
mit Hilfe des so
genannten „Bluewashing“ („Engagement für den Frieden im Rahmen
der UN“)
moralisch auf. Ebenso werden zahlreiche militärische Großübungen
über das
Peacekeeping legitimiert, welche gleichzeitig Messecharakter für
die
Rüstungsfirmen haben. Auch für zahlreiche Logistikaufgaben
heuern die
Regionalorganisationen und die UN verschiedene
Militärdienstleister für
blau-blühende Geschäfte an.<o:p></o:p></span></p>

UN
spielen bei all dem eine traurige und entscheidende Rolle. Sie
sind auf die
Beiträge ihrer Mitglieder angewiesen und damit deren Modus
Operandi
unterworfen. Sie schaffen es gleichzeitig nicht, die Ideen und
Kräfte
aufzubringen, sich von deren militärischen Machtprojektionen zu
emanzipieren.
Und sie sind entscheidende Legitimationsgrundlage für die
Militäreinsätze. Das
hohe moralische Ansehen, das die UN genießen, erodiert
hierdurch. Die UN
verlieren an Neutralität und Unabhängigkeit und nehmen dabei als
Ganzes
Schaden. Die sich ergebenden Konsequenzen, wenn die UN als
verlängerter Arm der
Mächtigen agieren und auch als solches wahrgenommen werden, sind
nicht zu
begrüßen.<o:p></o:p></span></p>

<p class="MsoNormal"><span
style="font-size:11.0pt;font-family:"Calibri","sans-serif";mso-fareast-font-family:Calibri;color:black;mso-fareast-language:AR-SA">Zentral
kann
festgehalten werden, dass diese Entwicklungen keine „Grand
Strategy“ des
Westens sind, sondern verschiedene Prozesse von Machtprojektion,
wohlwollender
Förderung und Alternativlosigkeit eine Eigendynamik
militärischer
Konfliktstrategien entfesselt haben. Ihre Prominenz verdrängt
nicht nur die
notwendige Debatte um zivile Alternativen und strukturelle
Ursachen, sie führt
gleichzeitig zu einer Militarisierung der Instrumente
kollektiver
Friedenssicherung. Die Rolle der UN mit ihren militärischen
Aktivitäten und
ihrer Legitimierung und Legalisierung von militärischer Gewalt
müssen daher
grundlegend neu bewertet werden. Peacekeeping gebietet nicht der
Gewalt
Einhalt, es fördert diese strukturell. Statt Gewalt zu Ächten,
wird diese
moralisch legitim. Statt gewaltfreie, zivile Konfliktbearbeitung
zu
praktizieren und zu fördern, legt dies den Grundstein für
zukünftige Gewalt.
Peacekeeper sind blaubehelmte bzw. tarnbehelmte Soldat_innen,
die in ihren
Jeeps, Sonnenbrillen und mit z.T. schwerer Bewaffnung als
ausländische Militärs
durch die Straßen von Kabul, Kinshasa oder Mogadischu
patrouillieren. Als
Zeichen von Macht demonstrieren sie, wie wir heute gedenken
Konflikte zu lösen:
mit Gewalt.<o:p></o:p></span></p>
