Das Land liegt nach BIP pro Kopf im letzten Viertel der EU-Staaten und ist das ärmste der drei baltischen Länder. Lettland gehört zum "Forgotten Hinterland" der EU, dessen sozioökonomische Lage in Westeuropa weitgehend ignoriert wird. Nach dem EU-Beitritt und vor der Finanzkrise hofften Lettinnen und Letten wie Menschen in anderen Ländern der neuen Mitgliedstaaten, dass bald westlicher Wohlstand kommen werde. Doch seit der Finanzkrise herrscht Ernüchterung. Bereits vor Griechenland haben IWF, EU und eine wirtschaftsliberal orientierte lettische Regierung auf die Banken- und Wirtschaftskrise mit "innerer Abwertung" reagiert, einer Schocktherapie, die zu Entlassungen, empfindlichen Gehaltskürzungen und verstärkter Emigration führte. Inzwischen hat sich die Wirtschaft auf niedrigem Niveau erholt, die Löhne steigen, bleiben aber deutlich hinter westlichem Niveau zurück; weniger Menschen emigrieren, aber der Bevölkerungssaldo ist weiterhin negativ (das könnte die massenhafte Aufnahme von Ukrainerinnen in diesem Jahr ändern). Hinzu kommt eine ungleiche Einkommensverteilung und unterfinanzierte Sozialsysteme. Ein BGE würde für ein Großteil der Letten eine große Erleichterung im stressigen kapitalistischen Konkurrenzkampf schaffen. Doch solche Konzepte sind in der lettischen Öffentlichkeit, die hauptsächlich von neoliberalen und nationalkondervativen Meinungsmachern beherrscht wird, kaum bekannt. </span></span> <br/><span style=" font-family:'calibri'; font-size: 11pt; color: #993366;"><span style="font-family:Calibri;font-size:10pt;"><span style="color: #000000"><p style="font-size:10pt;"><span style="font-family: 'Calibri'"><span style="color: #000000"> </span></span></p><p style="font-size:10pt;"><span style="font-family: 'Calibri'"><span style="color: #000000">Unser Referent lebt seit vielen Jahren die meiste Zeit des Jahres in Riga und wird über die Wirtschafts- und Sozialpolitik in Lettland berichten. Dabei betrachtet er auch die Frage, was denn ein BGE dort bedeuten könnte, die im Land aber kaum diskutiert wird. Es gibt zwar einzelne Grundeinkommensaktivist*innen, aber keine wirkliche Bewegung. Lediglich in einem Land der EU (Slowenien) wurde recht zügig das erforderliche Quorum erreicht, in allen anderen Ländern dümpelte die Unterstützung vor sich hin. Auch Länder mit einer starken Grundeinkommensbewegung wie Deutschland, Österreich, Spanien oder Frankreich enttäuschten mit sehr mageren Unterschriftsraten. Um erfolgreich zu sein, hätte die EBI nämlich eine Million Unterschriften erreichen müssen, am Ende werden es knapp 300 000 sein, und zusätzlich in sieben Ländern ein Mindestquorum, das nun vier Länder geschafft haben, nach Slowenien noch Spanien, Italien und zuletzt auch Deutschland. Die große Mehrzahl dieser Unterzeichnungen erfolgte in den letzten Monaten. In den vergangenen zwei Wochen bewegten sich auch die Zahlen in fast allen anderen EU-Staaten, aber leider zu spät.</span></span></p><span style="font-weight:normal;">

</span><p style="font-size:10pt;"><span style="font-family:Calibri;"><span style="font-weight:normal">Das wahrscheinlich wesentlichste Problem, das einen Erfolg verhindert hat, ist nämlich offenbar identifiziert. Immer wieder wurde in Gesprächen deutlich, dass viele Menschen mit der Ebene der EU nichts anfangen können. Es wird also darauf ankommen, hier handlungsfähiger zu werden. Dafür ist im Laufe der Zusammenarbeit eine recht beeindruckende europäische Struktur entstanden, die bestehen bleiben wird. Darauf kann man zukünftig aufbauen. Bei einem Auswertungstreffen am 8. Juli wird dieses Bündnis diskutieren, wie es konkret weitermachen will. Ansatzpunkte gibt es genug, sowohl national (Bürgergeld, Kindergrundsicherung) wie europäisch (Mindesteinkommensinitiative der EU-Kommission). Die Eckdaten: 8. Sein Besuch wird nun Anfang Oktober stattfinden. Veranstaltungen gibt es in Saarbrücken, Mainz, Bonn, Nienburg, Bremen und Berlin. Die AG genug für alle wird mit ihm am Sonntag, den 2. Oktober, in Frankfurt ein Gespräch führen, das wir auch streamen werden.
