Was kann das Instrument der EBI leisten? Bisher sind nur vereinzelt solche Initiativen erfolgreich gewesen und haben eine Million Unterschriften gesammelt. Der Bekanntheitsgrad ist laut einer von uns mit in Auftrag gegebenen Untersuchung bescheiden. (Wie) könnte man das Ganze schärfen? Spielen die konkreten Themen dabei eine herausragende Rolle oder andere Aspekte wie Apparat, Medienzugang, Finanzstärke der Einreicher?</span></p>
