für ein bedingungsloses Grundeinkommen die beachtliche Zahl von 50.000
Unterstützenden überschritten. Dazu erklärt Katja Kipping: „Das ist ein enormer
Erfolg des zivilgesellschaftlichen Engagements, der Respekt verdient. Eine
Petition, die eine so große Zahl von Unterstützenden findet, verdient eine
Anhörung – und das unabhängig davon, wie man im Detail zu den Inhalten der
Petition steht. DIE LINKE spricht sich deshalb dafür aus, dass es zu einer
öffentlichen Anhörung dieser Petition kommt.<O:P></O:P></SPAN></DIV>

<DIV class=Standa><SPAN style="FONT-SIZE: 12pt">Sicherlich wäre es wünschenswert
gewesen, wenn diese Petition sich nicht allein auf das Götz Werner Modell
fokusiert hätte, sondern generell für die Idee des Grundeinkommens geworben
hätte. Immerhin gibt es in der Grundeinkommensbewegung verschiedene Modelle.
Auch die BAG Grundeinkommen in und bei der LINKEN hat ein eigenes Modell

Bei einem internationalen Treffen verständigten sich linke, emanzipatorische
Grundeinkommensfans im Oktober 2008 auf Anforderungen an ein
Grundeinkommensmodell aus linker, emanzipatorischer Sicht. (<A

Darin wird u.a. gefordert, dass ein emanzipatorisches Grundeinkommen die
bestehenden Sozialversicherungen nicht ersetzen darf, sondern ergänzen soll.
Zudem zielt das Modell der BAG auf eine deutliche Verteilung vom reichsten
Dritten zu den mittleren zwei Dritteln.<O:P></O:P></SPAN></DIV>

<DIV class=Standa><SPAN style="FONT-SIZE: 12pt">Wie in der Gesellschaft wird
auch innerhalb der LINKEN die Idee des Grundeinkommens sehr kontrovers und
leidenschaftlich diskutiert. In den programmatischen Eckpunkten der Partei heißt
es dazu wörtlich: „Wer von Armut bedroht ist, soll Anspruch auf eine
individuelle, steuerfinanzierte, bedarfsorientierte soziale Grundsicherung
haben. Zumutbare Arbeitsangebote müssen die Qualifikation berücksichtigen und
tariflich bezahlt sein. Den Zwang zur Aufnahme jeglicher Jobs lehnen wir ebenso
ab wie erzwungene Erwerbslosigkeit. Wir diskutieren mit unterschiedlichen
Partnern weiter über Vorschläge für ein bedingungsloses
Grundeinkommen.“<O:P></O:P></SPAN></DIV>

Bundestagswahlen anstehenden Programmdiskussionen wird auch an dieser Frage

muss endlich auch im Bundestag debattiert werden. Die Zahl von über 40.000
Unterstützerinnen und Unterstützern der aktuell laufenden Petition an den
Deutschen Bundestag „Reformvorschläge in der Sozialversicherung –
Bedingungsloses Grundeinkommen“ zeigt, wie breit die Unterstützung in der
Bevölkerung für ein Grundeinkommen ist: </SPAN></FONT></DIV>

und in wissenschaftlichen Kreisen schon intensiv über den Vorschlag eines
bedingungslosen Grundeinkommens diskutiert wurde, ist es an der Zeit, dass sich
auch der deutsche Bundestag mit dem Thema beschäftigt. Gerade in der
gegenwärtigen Wirtschaftskrise sind innovative Konzepte für die soziale
Sicherung notwendig.</SPAN></FONT> </DIV>

Grundeinkommen oder Bürgergeld wird in allen Parteien diskutiert. Wichtig wäre,
dass bei einer Bundestagsdebatte die Befürworterinnen und Befürworter dieser
Konzepte – vom solidarischen Bürgergeld von Dieter Althaus bis hin zum Grünen
Grundeinkommen – zu Wort kommen, auch wenn es dafür bisher noch in keiner der im
Bundestag vertretenen Parteien eine Mehrheit gibt. Durch eine solche Debatte
würde deutlich werden, in welcher Form eine realistische Umsetzung eines
Grundeinkommens aussehen könnte.</SPAN></FONT> </DIV>

Petition genannten Eckdaten für ein Grundeinkommen - 1500 Euro für jeden
Erwachsen und 1000 Euro für jedes Kind - sind utopisch und nicht finanzierbar.
Nicht sinnvoll sind auch die alleinige Finanzierung eines Grundeinkommens aus
der Konsumsteuer sowie die Streichung aller anderen Transferleistungen und
Steuern. Diese Maßnahmen sind völlig kontraproduktiv und auch wirtschaftlich
nicht tragfähig. Es gibt aber eine ganze Reihe durchgerechneter und umsetzbarer
Grundeinkommens- und Bürgergeld-Vorschläge. Darüber eine breite öffentliche
Diskussion zu führen, würde sich lohnen. </SPAN></FONT></DIV>
