An important structural characteristic of this phase is that the whole 
management of the Euro-Med Youth Programme will be fully decentralised 
from the headquarters in Brussels to the MEDA youth authorities in the 
Beneficiary countries. The actions foreseen are a continuity of the 
actions of the previous phases of the Euro-Med Youth Programme: youth 
exchanges, voluntary service and support measures. This phase will fund 
an average of 100 projects. Each project funded will be coordinated by a 
Mediterranean promoter, leader of a consortium.

The overall objective of the appointment of a Regional Capacity Building 
and Regional Support Scheme (RGBS) for the Euro-Med Youth Programme is 
the provision of guidance and support to the beneficiary countries and 
project consort/a for ensuring an efficient and coherent decentralised 
implementation of the programme and an optimum achievement of results, 
and thus contributing to the desirable impact and regional co-operation.

The specific objectives are: a) provide Meda youth national authorities 
(10 countries) with guidance and capacity building for the operational 
implementation of the "Euro-Mediterranean Youth Programme phase III", b) 
monitor activities aiming at promoting youth exchanges and voluntary 
service in the Euro-Mediterranean region, c) elaborate studies and d) 
promote and disseminate youth policy and good practices.

To achieve the results related to the above objectives and to implement 
activities, two long-term experts + short-term experts will be necessary.
