Brussels, Belgium, 28 February - 3 March 2003

The European Youth Forum, The Europe Region of the World Association of Girl Guides and Girl Scouts (WAGGGS) and the European Women's Lobby (EWL) are organising a conference entitled "Power and participation - young women create the missing links" that will take place from 28 February to 3 March 2003. This event will seek to bring together young women from across Europe to discuss the barriers that prevent them from participating in European society and from achieving their fullest potential as responsible citizens of the world.
The event will also focus on how to address these barriers and enable young women to become active citizens and take their place in society.

The conference will concentrate on three main themes:

1. Give all young women the possibility to access decision-making 
- Questions related to access to education
- Questions related to the diversity of young women and multiple discrimination
- Questions related to cultural obstacles

2. Glass ceiling, allies and mechanisms to ensure the participation of young women
- Intergenerational issues: young women and older women in partnership?
- Are civil society organisations doing well, defining new mechanisms
- Political parties: overcome the glass ceiling
- Institutional issues, the European Union heading towards parity democracy?

3. The public image of young women and decision-making
- Image of young women in the media & advertisement, is it what we want?
- Changes in gender relationships, what influence on the access to decision-making

Aims of the conference

· To focus on the empowerment of young women in decision making;
· To analyse women's participation in society from the young women point of view;
· To encourage an exchange between young women active in NGOs on the issue related to their participation in society;
· To develop strategies on how girls and young women can be motivated and supported to have access to society at all levels;
· To encourage young women to participate in the communities and societies around them;
· To motivate young women to support each other in becoming active citizens;
· To identify concrete strategies to improve the participation of young women in decision-making
· In relation to current European policies, to define common strategies with regards to European elections 2004 and the draft new treaty.
· To celebrate together the 8th of March 2003 - International Women's Day -  focusing on young women's participation in decision making;

Profile of participants
· Young women active in their member organisations
· Demonstrate a commitment towards gender equality
· Have some knowledge in the issue of women in decision-making
· Between 18 and 35 years of age;
· Be able to communicate in either English or French;
· Be able to travel to Brussels on 28 February- 3 March 2003

Venue of the conference
The conference will take place in Brussels, Belgium. Details will be communicated later on.

Travel expenses will be reimbursed to participants who will have attended at least 80% of the conference and will be based on APEX airfares and second class train tickets, as appropriate.

Selection of participants
The selection of participants will be done first within each organisation and then by a common selection committee in the two weeks following the deadline. Selected participants will be informed after 27 January 2003 by the organisers.
