<div>I would like to share a proposal with you hoping for clues and potential partners in developing and publishing a stroy about the issue at hand:</div>

<div>During a private research while working for the english Daily 'The Citizen' I came across a deal between the state television 'TBC' and the Chinese 'Star Media'. This deal is a part of the digital migration and is described as a friendship agreement between Tanzania and China under the broader umbrella of the african digital migration. </div>
<div>Its outcome is the multiplexer 'Startimes'(65 % Star Media owned) which holds now 80 % of the market.</div>
<div>One Issue I came across made me worry about what is behind the deal. Startimes decoders have a chip which saves the Consumers viewing behaviour. The data is than transfered to China where it is analysed and kept. But Startimes does not supply TBC with the data in return. What is that data used for?</div>
<div>A Cross Cutting issue is that of free soaps supplied by CRI Beijing, dubbed to Swahili in China and facilitated trough Startimes. Its inso far welcoming for the TBC Managment as they can not produce the local content anymore they used to due to the financial burden of the dig. migration. The TBC Managment did not respond to my interview request.</div>
