Ich bin als CIM Medienexpertin und Beraterin am Presserat in Bosnien und Herzegowina seit Oktober 2007 im Bereich der Demokratisierung von Medien und des Aufbaus von Zivilgesellschaft tätig, im speziellen für die Implementierung von EU Standards, Projektentwicklung, Nachhaltigkeitssicherung, Lobbying und entsprechender Vernetzung.</FONT></SPAN>

Sein Mandat bezieht sich auf sämtliche in Bosnien und Herzegovina erscheinenden Publikationen von Printmedien und die der von News Webportalen. </FONT></SPAN>

<P style="TEXT-ALIGN: justify; MARGIN: 0pt" class=yiv1693241924MsoNormal><SPAN style="FONT-FAMILY: 'sans-serif'"><FONT size=3>Der Presserat in BiH realisiert zahlreiche lokale und regionale Projekte im edukativen Bereich von Zivilgesellschaft, Journalisten, Studenten, Schülern, Richtern, politischen Pressesprechern und NGOs. Er ist als Organ der publizistischen Kontrolle in seiner Wirkungsweise dem Deutschen Presserat sehr ähnlich und unterhält zu diesem eine sehr enge Kooperation. Ausserdem ist er Mitglied der Alliance of Independent Press Councils in Europe (AIPCE) und nimmt am Informationsaustausch dieser Dach-Organisation teil. Des Weiteren wirkt der Presserat in BiH auch als Berater über die Grenzen hinweg beim Aufbau anderer Presseräte in der Region.</FONT></SPAN>

Studenten der Rechtswissenschaften in Bosnien und Herzegowina haben bis dato keine Möglichkeit sich im Bereich Medienrecht zu spezialisieren – weder an privaten Ausbildungseinrichtungen noch an staatlichen Universitäten.</SPAN><SPAN style="FONT-FAMILY: 'sans-serif'" lang=DE> </SPAN><SPAN style="FONT-FAMILY: 'sans-serif'"></SPAN></FONT>

Er implementiert<B> neueste EU Standards, Direktiven sowie Resolutionen und Empfehlungen des Europarates</B>. Insbesondere seit Dezember 2010 fokussierte sich der Presserat in BiH auf die Implementierung der Europarat Resolution 1636 aus dem Jahr 2008, die die Einführung selbstregulativer Prozesse für Print- und Online-Medien in allen Mitgliedsländern empfiehlt. </FONT></SPAN>
<P style="TEXT-ALIGN: justify; MARGIN: 0pt" class=yiv1693241924MsoNormal><SPAN style="FONT-FAMILY: 'sans-serif'" lang=EN-US><FONT size=3> </FONT></SPAN>
<P style="TEXT-ALIGN: justify; MARGIN: 0pt" class=yiv1693241924MsoNormal><SPAN style="FONT-FAMILY: 'sans-serif'" lang=EN-US><FONT size=3>Neueste Zuwachsraten hinsichtlich des Internetgebrauchs in Bosnien und Herzegowina zeigen, dass es einen Bedarf für die Implementierung der Resolution 1636 gibt. Der letzten durch die Kommunikations- und Regulierungsbehörde vorgenommenen Analyse zufolge aus dem Jahr 2009 ist die Internetnutzung in Bosnien und Herzegowina auf 37% gestiegen. Seit 2004 hat sich demnach die Nutzung des Internets in Bosnien und Herzegowina verdreifacht. Ebenfalls gewinnt die Anzahl der Online-Portale deutlichen Zuwachs. </FONT></SPAN>
<P style="TEXT-ALIGN: justify; MARGIN: 0pt" class=yiv1693241924MsoNormal><SPAN style="FONT-FAMILY: 'sans-serif'" lang=EN-US><FONT size=3> </FONT></SPAN>
<P style="TEXT-ALIGN: justify; MARGIN: 0pt" class=yiv1693241924MsoNormal><SPAN style="FONT-FAMILY: 'sans-serif'" lang=EN-US><FONT size=3>Im Dezember 2010, erweiterte der Presserat in BiH sein Mandat für publizistische Selbstkontrolle von klassichen Printmedien nun auch auf die Online-Medien. Inzwischen wurden ebenfalls Webportale als neue Mitglieder in die Struktur des Presserates aufgenommen. Somit ist er, der Resolution 1636 Folge leistend, für die Einhaltung und den Schutz professioneller journalistischer Ethik-Standards in den Online-Publikationen von <SPAN> </SPAN>News Webportalen zuständig. </FONT></SPAN>
<P style="TEXT-ALIGN: justify; MARGIN: 0pt" class=yiv1693241924MsoNormal><SPAN style="FONT-FAMILY: 'sans-serif'"><FONT size=3> </FONT></SPAN>
<P style="TEXT-ALIGN: justify; MARGIN: 0pt" class=yiv1693241924MsoNormal><SPAN style="FONT-FAMILY: 'sans-serif'" lang=EN-US><FONT size=3>Der Presserat in BiH trägt als effektiv und schnell arbeitendes Schlichtungsorgan dazu bei, Beschwerden seitens der Zivilbevölkerung zu unwahrer oder diskriminiernder Berichterstattung in den Medien, kostenlos und zeitnah zu lösen. Mit seiner Schlichtungstätigkeit entlastet er zunehmend die Gerichte und Arbeit der Richter. Aus diesem Grunde kooperiert er mit den richterlichen Vereinigungen beider Entitäten in Bosnien und Herzegowina und bietet seit Jahren erfolgreiche und gut besuchte Weiterbildungsseminare für diese Berufsgruppe an. Im Jahr 2010 wurde der Presserat in BiH seitens des Zentrums für die Staatliche Ausbildung von Richtern und Staatsanwälten in Bosnien und Herzegowina im Bereich der praktischen Anwendbarkeit von den bestehenden Diffamierungsgesetzen als obligatorische Komponente in das jährliche
Weiterbildungsprogramm aufgenommen. </FONT></SPAN>
<P style="TEXT-ALIGN: justify; MARGIN: 0pt" class=yiv1693241924MsoNormal><SPAN style="FONT-FAMILY: 'sans-serif'" lang=EN-US><FONT size=3> </FONT></SPAN>
<P style="TEXT-ALIGN: justify; MARGIN: 0pt" class=yiv1693241924MsoNormal><SPAN style="FONT-FAMILY: 'sans-serif'" lang=EN-US><FONT size=3>Durch Weiterbildungs- und Informationstrainings für zivilgesellschaftliche Vertreter im Bereich des Artikels 10 der Europäischen Konvention zum Schutz von Fundamentalen Menschenrechten und des Rechts auf wahrheitsgetreue Berichterstattung in den Medien, konnte der Presserat die eingegangenen Beschwerden seitens der Zivilbevölkerung deutlich steigern: Seit 2005 um insgesamt 400%. Dieser stete Zuwachs, der mit entsprechenden öffentlichkeitswirksamen Kampagnen seitens des Presserates einherging, zeigt deutlich, dass die Zivilgesellschaft in postkonflikt Ländern sehr wohl aktiv werden kann, um eigene Rechte wahrzunehmen – in diesem Fall - in den Medien. </FONT></SPAN>

Im Augenblick, nach dem Abschluss meines Studiums der Politikwissenschaft und slawischen Philologie, absolviere ich ein Praktikum bei der GIZ.<BR><BR>Mein besonderes Interesse gilt nun und galt schon während des Studiums dem Raum Südosteuropa und den Transformationsprozessen dort.
