<P align=left>Afghanistan's media sector has grown exponentially across the last decade, with an increasingly central role in both the conflict and the quest for a viable peace. This report finds, however, that media development assistance from international donors has largely failed to achieve its two stated goals: the short-term goal of counteracting the effects of insurgent communications in order to win the hearts and minds of the Afghan people, and the long-term goal of creating a free and independent media sector that will continue to function after donor support has ended. </P>

And while this nearly ubiquitous technology plays a significant role in development and stabilization across a number of sectors in Afghanistan, still more can be done to realize its full potential. Mobile money transfer, for example, has seen great success in pilot form, only to have its large scale deployment impeded by corruption and other political forces. This report, highlights both the successes and failures in this most challenging environment, in an effort to assist policymakers in optimizing the mobile phone initiatives undertaken. </P>
