[FoME] Fwd: Call for Consultant - Final Evaluation of Women Empowerment Action project in Russia

Dear colleagues,

please find below a call for consultants related to a low-budget
evaluation of the EU-funded project Women Empowerment Action in Russia.
The evaluation of the project is based on the 6 OECD/DAC evaluation
criteria. My company has done a lot of such OECD/DAC evaluations but we
do not have regional and/or language expertise. If needed, I can provide
some easy-to-use tools and methodological hints from previous tender
documents.
