Sehr geehrte Damen und Herren,

die DW Akademie und das Deutsche Institut für Menschenrechte laden Sie ein 
zum Workshop „Behind closed doors? Risks and opportunities of 
communication in closed digital spaces.“

Social-Media-Dienste wie WhatsApp und Signal ermöglichen Kommunikation in 
geschlossenen Gruppen. Das birgt für Gesellschaften zahlreiche Chancen und 
Risiken: geschlossene Kommunikationsräume können zu „Safe Spaces“ für 
gefährdete Gruppen werden, sie werden aber auch zur Verbreitung von Hass, 
Fake News und Gewalt missbraucht. 

Welche Auswirkungen hat die vermehrte Verlagerung von Kommunikation in 
geschlossene digitale Räume auf gesellschaftliche Debatten und 
demokratische Teilhabe? Wie können die Medien Diskussionen aufgreifen, die 
in geschlossenen Räumen stattfinden? Wie können sich gefährdete Gruppen in 
Ländern mit enormer staatlicher Online-Überwachung überhaupt digital 
austauschen? Und welche Möglichkeiten eröffnen geschlossene Räume für 
Radikalisierung und populistische Bewegungen? 

Die DW Akademie und das Deutsche Institut für Menschenrechte möchten diese 
Fragen gerne gemeinsam mit Ihnen diskutieren und laden Sie herzlich ein zu 
einem Fachaustausch zum Thema „Behind closed doors? Risks and 
opportunities of communication in closed digital spaces.“ Ziel ist es, 
Akteure der Entwicklungszusammenarbeit und der Medien zu vernetzen und in 
einem interaktiven und internationalen Austausch voneinander zu lernen und 
Erfahrungen auszutauschen.

The DW Akademie and the German Institute for Human Rights invite you to 
the Practitioners' Workshop "Behind closed doors? Risks and opportunities 
of communication in closed digital spaces."

Social media services such as WhatsApp and Signal enable closed groups to 
communicate. This offers societies opportunities as well as challenges as 
closed communication areas can be "safe spaces" for vulnerable groups but 
can also be misused for spreading hate, fake news and violence.

What effect does an increasing shift of communication to closed digital 
spaces have on social debates and democratic participation? How can the 
media take up the issues that are discussed there? How can threatened 
groups in countries with intense state digital surveillance exchange 
information? And what possibilities do closed spaces open for 
radicalization and populist movements?

These are some of the questions DW Akademie and the German Institute for 
Human Rights would like to discuss with you. That is why you are invited 
to take part in the workshop "Behind closed doors? Risks and opportunities 
of communication in closed digital spaces." The aim of the workshop is to 
bring together development cooperation actors and the members of the media 
to learn from each other in an international and interactive forum.
