The era of censorship is not over, but governments no longer need to
openly exert their power over media in forms of censorship or force."The
Silent Takeover" of the media in the 21st century comes through the
backdoor. Supportive and subtle rather than repressive forms of
political and business-related intervention in the media sector seem to
become the method of choice.Our 2018 FoME Symposium puts the complex
triangle of "Politics – Private Interests – Media" at the center of
debate.

On November 22nd and 23rd, about 100 media experts from around the
world will get together on the premises of Friedrich-Ebert-Stiftung
Berlin to assess the state of Media Capture in the 21st Century. We will
discuss which factors foster what academic literature calls Media
Capture, to what extent this expanding strategy influences democracy,
pluralism and freedom of the press and how to prevent "The Silent
Takeover" of the free media. This takeover can have many different
faces: media can be founded, owned, financed, supported and/or operated
by actors with political interests.

At FoME 2018 we will analyze the different shapes Media Capture can
take and discuss solutions in a number of sessions ranging from panel
discussions to hands-on workshops. The symposium is organized and hosted
by Friedrich-Ebert-Stiftung (FES) in cooperation with Reporters Without
Borders (RSF Germany) and Media in Cooperation and Transition (MiCT). 

The Forum Media and Development (FoME) is an initiative of 20
organizations from German-speaking countries active in international
media development, including Deutsche Welle Akademie, GIZ, Reporters
Without Borders, MiCT, ECPMF, Friedrich-Ebert-Stiftung,
Friedrich-Naumann-Stiftung für die Freiheit, IDEM,
Konrad-Adenauer-Stiftung, n-ost, CAMECO and others.
