Dear colleagues and friends,
Please join us for lively debates on digital rights in international development on June 14 in Berlin, organized by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
Starting at 16.00, the UN Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, David Kaye, and Helani Galpaya, director of the Asian think-tank LIRNEasia, will examine the global state of human rights online, highlighting challenges and success stories from the Global South. Afterwards, human rights activists, development experts, policy-makers and tech managers from Kenya, Pakistan, Tunisia, Germany and the US will discuss findings and recommendations in the field of expression online, privacy and algorithmic decision-making. How can the right to freedom of expression and the right to privacy be protected in the light of shrinking space for civil society? How can consumer rights be strengthened when using artificial intelligence? How can development cooperation promote a secure, open and inclusive internet?
Panelists include Ulf Buermeyer (Gesellschaft für Freiheitsrechte), Nighat Dad (Digital Rights Foundation Pakistan), Sabine Frank (Google Germany), Lorena Jaume-Palasí (Algorithm Watch), Caroline Kent (Tactical Tech Collective), Constanze Kurz (netzpolitik.org), Miguel Luengo-Oroz (UN Global Pulse), Lina Ben Mhenni (Blogger, Tunisia), Semjon Rens (Facebook Germany), Lena Rohrbach (Amnesty International) and Nanjira Sambuli (Web Foundation Kenya).

The internet offers great opportunities for freedom of expression, participation and transparency. For human rights defenders worldwide, it is a lifeline to share information and make their voices heard. At the same time, online-surveillance, censorship, hate speech and data abuse have risen dramatically. In many developing countries, the effects are particularly chilling. Internet shutdowns during election campaigns and political protests have increased significantly. Digital surveillance, often in the name of national security, has become a constant threat for many journalists and activists. While the Cambridge Analytica scandal has shed light on the massive misuse of personal data in Europe and the US, the impact of data harvesting in low-income countries with weak data and privacy protection is often ignored.

The half-day conference brings together human rights defenders, development experts, policy-makers and tech managers from Kenya, Pakistan, Sri Lanka, Tunisia, Germany and the US to discuss promising approaches and challenges for inclusive digital societies: How can the right to freedom of expression and the right to privacy be protected in the light of shrinking space for civil society? What are the human rights risks of big data analytics and machine-based decision-making for citizens in the Global South? How can development cooperation maximize benefits such as better access to information, health and education and address the challenges of algorithms working as biased black boxes?
