Job Post: Consultant (Monitoring & Evaluations) – m/f

(release date: 14th March 2017)
The European Centre for Press and Media Freedom (ECPMF), based in Leipzig, is seeking a freelance consultant to provide a report on the Centre’s strategic clarity. This is not an ongoing staff position but a short-term consultancy post. The start date for this position is immediate.

Duration: immediate – end April 2017 (max. 6 weeks)

Work location: frequent presence in Leipzig, Germany is desirable


Key responsibilities
Conduct a sustainability study in close cooperation with the ECPMF staff and board members, which includes a sustainability plan that discusses and defines the available options available to maintain the ECPMF Cooperative in a long run.
The Sustainability Study aims at re-assessing the strategic clarity of the Centre in terms of definition of mission and objectives, beneficiaries, impact, organisational and financial sustainability.
In particular, the Study gives a specific attention to the issue of financial sustainability and fundraising to ensure the functioning of the Centre in the future. It thus proposes different options for financial sustainability, it compares advantages and disadvantages of each, puts forward a risk assessment, and proposes a budgetary mix that may ensure the financial sustainability of the Centre. ECPMF staff members will be involved with the help of a jointly developed questionnaire, which is answered by them and the board members. The main stakeholders will also be involved in the needs assessment to ensure that the Centre responds to the perceived interests of the beneficiaries. A SWOT analysis might be useful for future project planning.
The Sustainability study (written in English) should include suggestions for implementation. The experience in the elaboration of the Sustainability Study will reinforce the long-term planning skills of the Centre, especially concerning the financial sustainability and fundraising.
The conducted Sustainability study will be shared in a seminar with project partners and interested stakeholders afterwards and will be implemented accordingly.

Required knowledge, experience, skills

·       Excellent organizational and administrative skills as well as strong writing and analytic skills; native speaker level/fluent command of English

·       Ability to manage and work on multiple tasks and under tight deadlines, to write and condense information for various audiences

·       Ability to work independently

·       Field experience with high quality monitoring and evaluation, data collection (e.g. literature reviews, in depth interviews including with focus groups) and analysis of collected data and information to draw clear conclusions and findings

·       At least three to four years of experience writing evaluation and/ or other high quality reports for international donor organizations, NGO’s and/or governments

·       Experience with on the ground development programming, civil society strengthening strongly preferred

·       Previous working experience with an international NGO and or a European institution is an advantage

Estimated working days: 10 to 15 contract days.
