Media Development Indicators: A Framework for Assessing Media

"The paper suggests five major categories of indicators that can be
used to analyse the media development of a country. Each category is
broken down into a number of component issues which in turn contain a
series of broad indicators. Finally there are means of verification and
potential data sources identified. It should be noted that these
indicators are not designed to provide a longitudinal analysis over
time, or a means for comparing different countries; they are an
analytical tool designed to help stakeholders assess the state of the
media and measure the impact of media development programmes." (About

The five categories are:

1. A system of regulation and control conductive to freedom of
expression, pluralism and diversity of the media
2. Plurality and diversity of media, a level economic playing field and
transparency of ownership
3. Media  as a platform for democratic discourse
4. Professional capacity building and supportive institutions that
underpins freedom of expression, pluralism and diversity
5. Infrastructural capacity is sufficient to support independent and
pluralistic media.

IPDC Council unanimously endorses new set of media development
indicators

The Intergovernmental Council of the International Programme for the
Development of Communication (IPDC) yesterday unanimously endorsed the
new set of media development indicators proposed by the international
expert group.

After a long debate, the Council agreed that the proposed set of
indicators is an important diagnostic tool for all stakeholders to
assess the media development in a given country and thereby to determine
the areas for assistance. The debate was chaired by the new Chairperson
of the IPDC Council, Walter Fust. 

The Council also requested its Bureau and other stakeholders working in
the area of media development to apply these indicators to assess the
media sector of a given country and identify its needs, and to take them
into account when determining, in tandem with national authorities,
communication development strategies within the overall context of
national development. 

The Council decided to request the Director General of UNESCO to share
the Media Development Indicators with UN agencies as an important
contribution to define United Nations unified approach towards Common
Country Assessment (CCA) and the United Nations Development Assistance
Framework (UNDAF) in the fields of media development and good
governance.

The expert group was represented by the author of the paper Andrew
Puddephatt, former Executive Director of the freedom of expression NGO
Article 19 and current Director of Global Partners and Associates;
Alfred Opubor, Secretary-General of the West African News Media &
Development Centre (WANAD); Bill Orme, Advisor for Media Development at
UNDP and former Executive Director of the Committee to Protect
Journalists (CPJ); and Toby Mendel, Law Programme Director at ARTICLE
19.
