Liebe Kolleginnen und Kollegen auf der FoME-Liste,

möchte gerne unser Medienprojekt Tonga.Online (neu auch Tonga.OnAir) vorstellen, das im Gebiet der Tonga an der Grenze von Zimbabwe und Zambia angesiedelt ist. Dazu (unten) auch ein Text in Englisch von der website der Communication Initiative / Soul Beat Africa, die überhaupt eine interessante Quelle für Medienprojekte darstellt. /http://www.comminit.com/africa/

/Aktuell geht es im Projekt um die Einrichtung eines drahtlosen Netzwerks WLAN von Computerzentren an Schulen in dem sehr abgelegenen Binga Distrikt in Zimbabwe und um verbesserte Kommunikation / Austausch über die Grenze bzw. den Kariba Stausee hinweg mit der Tonga Bevölkerung auf der zambischen Seite.

In der Sprache des einheimischen Volkes der Tonga wird der Zambezi Strom 
im Südlichen Afrika auch /Mulonga/, der große Fluss genannt. Vor nunmehr 
50 Jahren wurde dieser Strom auf eine Länge von 280 Kilometer zum 
riesigen Kariba Stausee zwischen dem damaligen Nord- und Südrhodesien, 
dem heutigen Zambia und Zimbabwe aufgestaut. Das fruchtbare Flusstal als 
Heimat und Lebensraum der Tonga wurde überflutet, die Bevölkerung mit 
Gewalt in die Dürregebiete weiter Inland umgesiedelt und damit in 
zeitweilig verfeindete Staaten auseinander gerissen.

Die Tonga haben diese desaströse Konfrontation mit dem modernen 
Fortschritt nicht zuletzt aufgrund ihres starken Selbstbewusstseins und 
ihrer einzigartigen Kultur - wie der Ngoma Buntibe Musik - überlebt.

Heute nehmen die Tonga die moderne Informationstechnologie als Werkzeug 
zu Hilfe um ihrer Stimme und Musik deutlicher Gehör zu verschaffen und 
um ihr kulturelles Erbe weiter zu entwickeln.

Das Projekt Tonga.Online unterstützt den Aufbau eines lokalen Netzwerks 
von Computerzentren an Schulen und eines Tonstudios in der seit 
Jahrzehnten geteilten Community. Im Juli 2007 hat das Projekt 
Tonga.OnAir eine erste Radiostation auf der zambischen Seite des 
Stausees errichtet.

/Mulonga.net/ steht damit für den verstärkten Kommunikationsfluss und 
kulturellen Austausch, nicht nur unter den Tonga und über den "Großen 
Fluss" hinweg, sondern auch über den /global digital divide/ ins 
weltweite Netz. /Mulonga/ steht aber auch für eine respektvolle 
interkulturelle Begegnung zwischen Nord und Süd, die auf fairen 
Austausch Wert legt und sich um nachhaltigen gemeinschaftlichen Nutzen 
bemüht.

Angesichts der zunehmenden Not und der vertieften politischen Krise in 
Zimbabwe erweist sich der Zugang zu Information und Wissen mit Hilfe 
moderner Technologie als nicht minder überlebenswichtig wie die 
Versorgung mit den knapp gewordenen Nahrungsmitteln.

Das Projekt wird in Kooperation von Kunzwana Trust, ARGE Zimbabwe 
Freundschaft und HORIZONT3000 durchgeführt und durch die österr. 
Entwicklungszusammenarbeit (Land Oberösterreich und ADA) sowie private 
Förderer unterstützt.

*Summary*

Tonga.Online is a project that uses media, information and communication 
technology (ICT) and art to address the development needs of Tonga 
people living along the border between Zimbabwe and Zambia. Initiated by 
the Austria Zimbabwe Friendship Association (AZFA) in Linz, Austria, in 
close collaboration with Kunzwana Trust, Harare, the project goal is to 
promote a Tonga voice on the internet and to provide the Tonga minority 
with advanced information and communication tools.

*Main Communication Strategies*

The Tonga.Online project uses technology to provide the marginalised 
inhabitants of the Valley Tonga with opportunities to empower themselves 
through the use of ICTs as vehicles for cultural exchange and 
knowledge-sharing in educational and artistic contexts.

Concentrating on the district of Binga in Zimbabwe, the project takes 
advantage of modern ICTs to establish direct communication with and 
among the Tonga. This link was first established temporarily via a 
mobile internet centre based on a lorry that is being provided by the 
World Links for Development Programme (WorLD), which reaches out to 
remote areas in developing countries with an ICT training programme 
sponsored by the World Bank. According to the organisers, by joining the 
global information and communication technology, "the project addresses 
the social, economic and political effects on local communities, where 
ever the participants live (be it Siachilaba or Linz, Harare or 
Vienna)." In the long run, "the Tonga are expected to use the new 
technology independently and sustainably for their own purpose as a 
permanent tool used in and based on a network of schools."

The web portal, _www.__mulonga.net

provided a means for the development of a number of communication tools 
and discussion forums involving the cultural exchange and exposure of 
the Tonga people. Three schools, along with their own websites, have 
been established as a result of the Tonga.Online project. They are: the 
Syanzyundu ITC, the Siachilaba ITC, and the Binga ITC - all of which 
provide training, materials and ICT networking facilities, as well as 
access to fine arts facilities including music recording and graphic 
design programmes. It is envisaged that the project will extend its 
outreach "across the waters" to the Zambian side of the Zambezi river or 
Lake Kariba.

The Tonga.Online project has also been responsible for the creation of a 
newsletter that documents the progress of mulonga.net, an online 
dictionary in Chitonga (the language of the Tonga people), a series of 
online slide-shows of the Tonga.Online project, and the LOOP (a 
streaming Emap.FM broadcast of a UK-based radio show playing historical 
recordings of Valley Tonga music).

*Key Points*

This project is motivated by the observation that "There are bright 
young Tonga people hungry for knowledge and experience and it is their 
right to receive and impart information. Those of us in urban areas do 
not hold the intellectual property rights to information tools; neither 
do we have the right to hold back providing tools to people who want 
them. The computer generation belongs to all of us."

According to organisers, Tonga.Online serves to bridge the gap in 
techonological development in Less-Developed Countries (LDCs), and thus 
encourages an exchange of cultural and intellectual goods that can 
empower the less fortunate and enrich the empowered. "The project 
reflects the divide and uneven development in the 'global village'. Its 
gaps and imbalances are not only a question of resources but also of 
access and the capacity to use modern communication tools. Access has 
become a crucial question of political rights too."
