<td class="mcnTextContent" style="color: rgb(32,32,32); font-family: Helvetica; font-size: 16.0px; line-height: 150.0%; text-align: left; padding: 0 18.0px 9.0px 18.0px;" valign="top"><strong>06. Februar 2025, Basel –  Der Trinationale Atomschutzverband (TRAS) spricht sich gegen die Erstellung einer neuen Atomanlage («Technocentre») in Fessenheim aus. Die Verheissungen der Electricité de France, es würden hier nur sehr schwach radioaktive Metalle recycliert, widerspricht den Fakten.</strong><br><br>Um eine blosse «Industrieanlage» (nach ICPE) zu sein, muss die Radioaktivität auf dem Gelände zu jedem Zeitpunkt unter einem bestimmten Wert liegen, sowohl für jedes Radioisotop als auch insgesamt (Q-Faktor). Die Bauteile, die in Fessenheim ankommen werden, darunter Dampferzeuger und Uran, die eine «mittelaktive» Radioaktivität aufweisen, überschreiten die Limiten von sehr schwach radioaktiven Abfälle (< 100 Becquerel/Gramm) um ein Vielfaches. Es ist deshalb unmöglich, dass der so genannte Q-Faktor eingehalten werden kann.<br><br>Die Standortwahl für das «Technocentre» in Fessenheim ist ungeeignet wegen der Grenznähe, der vorherrschenden Windrichtungen und der dichten Besiedlung der Region. Von radioaktiven Emissionen (Luft, Wasser, Boden) sind die Nachbarländer ungleich stärker betroffen als Frankreich, das die Abfälle selber verursacht hat. Es gäbe in Frankreich dünner besiedelte Gebiete nahe von bestehenden Atomanlagen, die sich besser eignen das dicht besiedelte Elsass.<br><br><strong>Aachener Vertrag</strong><br>Die Umnutzung des Atomgeländes von Fessenheim ist Gegenstand des Aachener Vertrags vom 22. Januar 2019 über die deutsch-französische Zusammenarbeit. Über 15 verschiedene nicht-nukleare Projekte wurden geplant, die allerdings bei Erstellung des Technocentre hinfällig wären, weil niemand neben einer neuen Nuklearanlage investiert.<br><br>TRAS bittet die französischen Behörden, sich an den Aachener Vertrag zu halten und auf eine Neuansiedlung radioaktiv belastender Industrieanlagen zu verzichten. Damit können auch Kollateralschäden für Tourismus und Weinbau in der Region vermieden werden.<br><br><strong>Unbegrenzte Standortnutzung? </strong><br>Der Bau und Betrieb des Technocentre ist nicht befristet. Die Anlage könnte so lange betrieben werden wie Atomkraftwerke in Frankreich entsorgt werden müssen, also über biblische Zeiträume bis weit ins 22. oder 23. Jahrhundert.<br>Dies hätte nicht nur Folgen für die Kategorisierung der Anlage, sondern könnte auch die sehr freundschaftlichen Beziehungen in der Region belasten, besonders wenn sich die radioaktiven Emissionen auf Grund von unvorhergesehenen Ereignissen grösser sein werden als erwartet. Die erwarteten Mengen zu entsorgender Materialien sind sehr gross: Die Jahresmenge von 20.000 Tonnen Metall ist viermal grösser als bei der EDF-Anlage Cyclife Sweden, wo pro Jahr maximal 5.000 Tonnen behandelt werden.<br><br>Im Oberrheingraben befindet sich das grösste Grundwasservorkommen Europas. Eine potenzielle Gefährdung durch Stoffeinträge über den Grundwasserpfad und in Wechselwirkung mit dem Rhein südlich von Breisach ist nicht auszuschliessen. Daher wäre die Überwachung des Grundwasserstroms von hoher Bedeutung, findet aber in den Unterlagen der EDF keine Erwähnung.<br>Aufgrund eines durch Erdbeben, Hochwasser oder sonstige Einwirkungen verursachten Bruchs des Dammes des Rheinseitenkanals kann es zu Überschwemmungen des Technocentre kommen. Die Frage ist, welche Schutzmassnahmen in einem solchen Fall für die Anlage vorgesehen sind und ob sie ausreichen werden.<br><br>TRAS befürchtet zudem, dass die Nachbargemeinden in Deutschland und der Schweiz keine Möglichkeiten haben werden, die von EDF publizierten Daten über radioaktive Emissionen in die Luft und in die Gewässer auf ihre Wahrhaftigkeit zu prüfen. Betroffen von Lücken bei der Registrierung von Emissionen wären in erster Linie die Grenznachbarn, denn sowohl die flüssigen Abwässer wie auch die Luftemissionen an diesem Standort werden von Frankreich weggetrieben. Diese Lastenverschiebung auf die umliegenden Körperschaften halten wir politisch für problematisch und, wegen der Fragmentierung von Verursachern und direkt Betroffenen in unterschiedlichen Ländern, für unakzeptabel.<br><br>Wir bitten deshalb die französischen Behörden, den ursprünglich vorgesehen Standort für ein Technocentre in Tricastin anstelle von Fessenheim erneut in Erwägung zu ziehen, oder einen anderen Ort mit dünner Besiedelung auszuwählen, und die ablehnende Haltung der Bevölkerung im grenznahen Raum, zu respektieren.<br><br>Die Stellungnahme können Sie <a style="color: rgb(0,124,137); font-weight: normal; text-decoration: underline;" href="https://atomschutzverband.us20.list-manage.com/track/click?u=76bf2aaa2eeaa4deedfa26c7a&id=c37b7bc35a&e=5724d0bfc5" target="_blank" rel="noopener noreferrer">hier lesen</a>.</td>

<td class="mcnTextContent" style="color: rgb(32,32,32); font-family: Helvetica; font-size: 16.0px; line-height: 150.0%; text-align: left; padding: 0 18.0px 9.0px 18.0px;" valign="top"><strong>06. Février 2025, Bâle –  L’Association Trinationale de protection nucléaire (ATPN) s'oppose à la construction d'une nouvelle installation nucléaire (« Technocentre ») à Fessenheim. Les promesses d'Electricité de France selon lesquelles seuls des métaux très faiblement radioactifs seraient recyclés ici contredisent les faits.</strong><br><br>Pour être une simple «installation industrielle» (selon les ICPE), la radioactivité sur le site doit être à tout moment inférieure à une certaine valeur, tant pour chaque radio-isotope que pour l'ensemble (facteur Q). Les composants qui arriveront à Fessenheim, y compris les générateurs de vapeur et l'uranium, qui présentent une radioactivité « moyennement active », dépassent plusieurs fois les limites des déchets très faiblement radioactifs (< 100 becquerels/gramme). Il est donc impossible de respecter le soi-disant facteur Q.<br><br>Le choix du site pour le « Technocentre » de Fessenheim n'est pas approprié en raison de la proximité de la frontière, des directions de vent dominantes et de la densité de population de la région. Les pays voisins sont bien plus touchés par les émissions radioactives (air, eau, sol) que la France, qui est elle-même à l'origine des déchets. En France, il existe des zones moins peuplées à proximité des installations nucléaires existantes, qui conviennent mieux que l'Alsace à forte densité de population.<br><br><strong>Le traité d'Aix-la-Chapelle (Aachener Vertrag)</strong><br>La reconversion du site nucléaire de Fessenheim fait l'objet du traité d'Aix-la-Chapelle du 22 janvier  2019 sur la coopération franco-allemande. Plus de 15 projets non-nucléaires différents ont été identifiés, mais ils deviendraient caducs si le Technocentre était créé, car personne n'investirait à côté d'une nouvelle installation nucléaire.<br><br>TRAS demande aux autorités françaises de respecter le traité d'Aix-la-Chapelle et de ne pas implanter de nouvelles installations industrielles radioactives. Cela permettrait également d'éviter les dommages collatéraux pour le tourisme et la viticulture dans la région.<br><br><strong>Utilisation illimitée du site? </strong><br>La construction et l'exploitation du Technocentre ne sont pas limitées dans le temps. Le site pourrait être exploité aussi longtemps que les centrales nucléaires devront être éliminées en France, c'est-à-dire pendant des périodes bibliques allant bien au-delà du 22ème ou 23ème siècle.<br><br>Cela n'aurait pas seulement des conséquences sur la catégorisation de l'installation, mais pourrait également nuire aux relations très amicales dans la région, surtout si les émissions radioactives sont plus importantes que prévu en raison d'événements imprévus. Les quantités attendues de matériaux à éliminer sont très importantes : la quantité annuelle de 20 000 tonnes de métal est quatre fois plus importante que celle de l'usine Cyclife Sweden d'EDF, qui traite au maximum 5 000 tonnes par an.<br><br>Dans le fossé du Rhin supérieur se trouve la plus grande réserve d'eau souterraine d'Europe. Un risque potentiel d'apport de substances par la voie des eaux souterraines et en interaction avec le Rhin au sud de Breisach ne peut être exclu. C'est pourquoi la surveillance du flux d'eau souterraine serait d'une grande importance, mais elle n'est pas mentionnée dans les documents d'EDF.<br><br>En raison d'une rupture de la digue du canal latéral du Rhin causée par un tremblement de terre, une inondation ou d'autres effets, le Technocentre pourrait être inondé. La question est de savoir quelles mesures de protection sont prévues pour le site dans un tel cas et si elles seront suffisantes.<br><br>ATPN craint également que les communes voisines en Allemagne et en Suisse n'aient pas la possibilité de vérifier la véracité des données publiées par EDF sur les émissions radioactives dans l'air et dans l'eau. Les voisins frontaliers seraient les premiers touchés par les lacunes dans l'enregistrement des émissions, car les eaux usées liquides et les émissions dans l'air sur ce site sont rejetées loin de la France. Nous considérons que ce transfert de charges sur les collectivités environnantes est politiquement problématique et inacceptable en raison de la fragmentation des pollueurs et des personnes directement concernées dans différents pays.<br><br>Nous demandons donc aux autorités françaises de reconsidérer le site initialement prévu pour un Tech-nocentre à Tricastin au lieu de Fessenheim, ou de choisir un autre endroit à faible densité de population, et de respecter l'attitude négative de la population des régions frontalières.<br><br>Vous pouvez <a style="color: rgb(0,124,137); font-weight: normal; text-decoration: underline;" href="https://atomschutzverband.us20.list-manage.com/track/click?u=76bf2aaa2eeaa4deedfa26c7a&id=8eb5206ca7&e=57
