<DIV><FONT face=Arial size=2>Je voudrais clarifier ces deux points en commençant
par le second, puisque c'est historiquement cette question que se sont posé en
mai 2004, les militants antinucléaires qui s'étaient réunis pour préparer
le départ du Tour de france du réseau Sortir du nucléaire d'avril 2004.
La manifestation à Fessenheim et la journée des alternatives le
lendemain à Kaysersberg ont été des succès selon les
permanents du Réseau. Or n</FONT><FONT face=Arial size=2>ous avions durant cette
période rassemblé des personnes de plusieurs associations adhérentes au réseau
et nous avions créé une dynamique grâce aux rencontres régulières.
Nous souhaitions faire perdurer ce dynamisme pour mener une action non plus
sporadique mais continue et déterminée centré sur un objectif : la
fermeture de la centrale de Fessenheim. Cette fermeture est urgente, la centrale
atteint un niveau de dangerosité très inquiétant. La conscience d'un risque
d'accident majeur nous met dans l'obligation morale d'entreprendre une action
efficace pour obliger le gouvernement à prendre la décision de
fermeture. </FONT></DIV>
<DIV><FONT face=Arial size=2>Notre objectif est donc simple et clair et nous
souhaitons l'atteindre non pas d'ici de longues années comme vous le suggérez
mais avant deux ans. Nous nous opposerons vigoureusement à la
prolongation de la durée de vie de la centrale de 30 à 40 ans.</FONT></DIV>
<DIV><FONT face=Arial size=2>En mai 2004, nous en avons discuté en présence de
Claude Lerderberger et de JJ Rettig du CSFR qui ont pris la position
suivante : le CSFR ne peut pas prendre la responsabilité de coordonner
la lutte pour la fermeture de Fessenheim, il vaut mieux créer un autre
mouvement qui renouvelle l'image du mouvement antinucléaire dans le public et
qui n'étant pas associé à la commission de
surveillance peut entreprendre d'autres types
d'action.</FONT></DIV>
<DIV><FONT face=Arial size=2>La création de Stop Fessenheim ne vient pas en
concurrence avec le CSFR mais en complémentarité. Nous nous concertons
d'ailleurs souvent. </FONT></DIV>
<DIV><FONT face=Arial size=2>Suite à votre courriel, Jjai discuté avec J.J
Rettig de la crainte que vous exprimez et qui circule ici et là. Il compte vous
envoyer lui aussi un courier pour clarifier ces questions. Il serait dommage de
plomber l'élan du collectif stop Fessenheim à cause de représentations
infondées.</FONT></DIV>

<DIV><FONT face=Arial size=2>Nous n'avons pas voulu d'emblée créer une
association de plus, mais nous avions besoin de nous structurer et après un week
end de réflexion animé par André larivière, nous avons choisi une forme de
structuration démocratique qui est le collectif de lutte c'est à dire
juridiquement une association de fait qui peut faire des adhérents, gérer un
trésorerie, mais qui a simplement un(e) porte parole, un(e) secrétaire et un(e)
trésorier(e). Lors de la réunion constitutive, l'AG a élu une porte parole: moi
même, un trésorier :Christiann Zerr et une secrétaire : Christelle
Dirwimmer. Les décisions se prennent en réunion mensuelle, à la
majorité.</FONT></DIV>
<DIV><FONT face=Arial size=2></FONT> </DIV>
<DIV><FONT face=Arial size=2>Le collectif de lutte est une structuration à moyen
terme. Nous nous constituerons en association si une existence juridique plus
formelle s'avère insdispensable aux actions que nous jugerons nécessaires
d'entreprendre. </FONT></DIV>
<DIV><FONT face=Arial size=2>L'existence juridique et le fonctionnement
démocratique sont deux aspects indépendants. </FONT></DIV>
<DIV><FONT face=Arial size=2>Notre campagne d'adhésion marche bien ce qui prouve
que les alsaciens avaient besoin d'une plus grande visibilité de l'action
antinucléaire.</FONT></DIV>
<DIV><FONT face=Arial size=2>Notre collectif se caractérise par
un désir de dépasser les cloisonnements pour dynamiser la lutte sur un objectif
qui est clair et sur lequel la population peut se mobiliser.</FONT></DIV>
<DIV><FONT face=Arial size=2>Reste que le combat antinucléaire est très dur
qu'il se heurte à un lobby extrêment puissant, qu'il nous faudrait renforcer la
coordination de toutes les forces militantes qui sont encore trop
dispersées. Nous serions très heureux qu'Alsace Nature joue un plus
grand rôle dans cette direction comme le fait le BUND en
Allemagne.</FONT></DIV>

<DIV><FONT face=Arial size=2>Paralèllement à la création du collectif Stop
Fessenheim en Alsace, nous avons lancé,en novembre 2004, une
coordination antinucléaire transfrontalière qui se réunit depuis chaque
mois pour renforcer les liens établis entre les mouvements
antinucléaires suisses et allemandes et alsaciens. Le CSFR y participe au côté
de Stop Fessenheim. D'autres associations y sont invitées. Alsace Nature y
aurait toute sa place si vous souhaitiez la prendre. </FONT></DIV>

de méthode avec Philippe Hugoniot lors de son passage à Alsace Nature ma

est que, par principe, je n'ai pas envie d'adhérer à une "coordination" pour
une action à long terme de ce type ( il y a en a pour des années, non?) En
effet, je n'ai aucune prise sur ce type de fonctionnement: comment seront
prises les décisions qui m'engageraient parce que je suis membre? Une
association a une instance démocratiquement élue, en AG, avec un Président, et
respecte des statuts qui définissent clairement les objectifs et cadrent les
processus de décisions. </SPAN></FONT></DIV>

savons bien que nous avons tous en nous un potentiel de "dérive" et l'histoire
fourmille d'exemples. C'est pourquoi les structures démocratiques, comme les
associations, doivent aider à cadrer, réguler ce que nous sommes et faisons.

de la sympathie pour vous, bien sûr, même si il y a eu un conflit d'idées et
de méthode avec Philippe Hugoniot lors de son passage à Alsace Nature ma

est que, par principe, je n'ai pas envie d'adhérer à une "coordination" pour
une action à long terme de ce type ( il y a en a pour des années, non?) En
effet, je n'ai aucune prise sur ce type de fonctionnement: comment seront
prises les décisions qui m'engageraient parce que je suis membre? Une
association a une instance démocratiquement élue, en AG, avec un Président, et
respecte des statuts qui définissent clairement les objectifs et cadrent les
processus de décisions. </SPAN></FONT></DIV>

savons bien que nous avons tous en nous un potentiel de "dérive" et l'histoire
fourmille d'exemples. C'est pourquoi les structures démocratiques, comme les
associations, doivent aider à cadrer, réguler ce que nous sommes et faisons.

doit être sûr que les décisions difficiles seront prises avec un minimum de
concertation, et sans que l'un d'entre nous puisse se mettre à exercer seul le

class=534401919-30042005>Voilà pourquoi j'attendrai que Stop Fessenheim se
constitue en association pour adhérer, après avoir pris connaissance de ses

dit, est-il nécessaire de créer autre chose que le CSFR? Si le CSFR ne vous
convient pas comme il est, pourquoi ne pas y participer pour le changer dans
une direction que vous jugeriez meilleure? Il m'a paru, en tout cas à moi,
faire depuis qu'il existe et en s'appuyant sur les associations amies -dont
Alsace Nature, un travail important et efficace. Je suis aussi membre du
